The Raids Led To The Revocation Of The Black Owl Pantai Indah Kapuk Pub Business License
JAKARTA - The Provincial Government (Pemprov) of DKI Jakarta has revoked the Tourism Business Registration Certificate (TDUP) or the business license of PT Murino Berkarya Indonesia, which is the owner of the Black Owl Restaurant and Pub in Pantai Indah Kapuk, North Jakarta. This is a follow-up to a police raid which found 12 positive people for consuming narcotics.
Head of the Tourism and Creative Economy Office of DKI Jakarta Province, Cucu Ahmad Kurnia, said that the revocation of the business license was based on the results of an investigation which stated that there was an element of negligence on the part of Black Owl management.
In addition, the closure and revocation of the night entertainment venue business license is because it violates Governor Regulation number 18 of 2018 concerning the Implementation of Tourism Business Article 54. "Yes (Black Owl is closed), until there are public reports, the Regional Police continue to follow up with raids and there are those who 12 positive people mean that their management is negligent, "said Cucu, Monday, February 17.
So, based on decree No. 22 of 2020, the Black Owl nightclub will not be allowed to resume operations starting February 17, 2020. Meanwhile, quoting from Antara, Black Owl Restaurant and Pub Management Efrat Tio said that the closure and revocation of business licenses by the Provincial Government was not based with obvious reasons.
According to him, license revocation can only be done if there are cases of drugs, prostitution and gambling. However, none of the elements that happened in the Black Owl Restaurant and Pub, including the matter of drug trafficking.
Because based on police statements, dozens of people who were caught during the raid consumed the prohibited items before arriving at the nightclub. "The three elements we have never done and we are just an ordinary cafe," said Euphrates
Based on these reasons, it was emphasized that the attitude of the DKI Jakarta Provincial Government to revoke business permits without a clear basis would affect young entrepreneurs. "Whether we as young entrepreneurs are making a business, the license can be revoked due to unclear issues from the media," said Efrat.
From the police side, the Head of Public Relations of Polda Metro Jaya Kombes Yusri Yunus said, based on the results of the examination of dozens of people caught in the nightclub Black Owl admitted to having consumed narcotics before arriving there.
"The admission is that everything is outside. After using them outside, they continue to enter entertainment venues," said Yusri.
With this recognition, investigators are submitting an assessment to the DKI BNNP to determine whether the dozens will undergo rehabilitation or something else because they are only users and are not involved in the distribution of narcotics.
"We are trying to do an assessment to those concerned. We will see the results of the assessment, if there will be rehabilitation because they are users," said Yusri.
