The Indonesian Attorney General's Office has named the Minister of Communication and Information Johnny G Plate as a suspect in corruption in the BTS 46 tower project and supporting infrastructure for BAKTI Kominfo. Base Transceiver Station (BTS) 4G is a 4G service provider tower. The 4G BTS development project is included in the BAKTI (Telecommunications and Information Accessibility Agency) program. In the program, Kominfo cooperates with operations (KSO) together with cellular operator companies that have licenses in Indonesia.
"In this KSO scheme, BAKTI Kominfo is responsible for building and maintaining 4G BTS infrastructure, including providing land. Meanwhile, cellular operator partners are responsible for providing 4G services to customers, including carrying out operations and maintenance of 4G networks as a whole," said Anang Latif, President Director of the Telecommunication and Information Accessibility Agency (BAKTI) of the Ministry of Communication and Information, in 2021.
The BTS 4G construction project is carried out in two stages. The first stage in 2021, the BTS tower was built in 4,200 urban villages. The second stage in 2022, 3,704 BTS towers were built. The laying of the first stone for the BTS tower was carried out in Kelanga Village, Natuna Regency, Riau Islands Province, on April 23, 2021.
Based on the official Kominfo website, the funds for the construction of the BTS tower were taken from APBN financing sourced from pure rupiah and Non-BLU Kominfo PNBP.
In the first development of BTS 4G, it is suspected that there was an act of violating the law in the form of engineering and discriminating the project auction process. The Financial and Development Supervisory Agency (BPKP) stated that the total loss due to the corruption case of BAKTI Kominfo reached Rp. 8 trillion.
