The Progress Of The Construction Of The Scorpene Submarine, Alutsista, Which Was Built On Indonesian-France Cooperation

YOGYAKARTA The government is currently building a Scorpene submarine. Construction is carried out in collaboration between Indonesia and France. Then, where is the progress of the construction of the Scorpene submarine?

As is known, the cooperation in the construction of the submarine was carried out between PT PAL Indonesia (Persero) and a French company from Naval Group. The progress of submarine construction is currently in phase 1 with a roadmap to phase 4 which is estimated to take until 2045.

"Roadmap has phase 1 to phase 4. And the 4th phase itself we can total it until 2045, that's until we can export everything. From producing everything locally and on our journey, we have completed this program, only phase 1," explained General Manager of Merchantship and Submarine PT PAL Satriyo Bintoro at the Industri Day event held in Central Jakarta, Wednesday, May 10.

The submarine is targeted to have a local company component of 30 percent. Meanwhile, other components imported are components that have high value, such as general systems and machines. Regarding the supplier of local components, PT PAL is still carrying out the identification process.

Bintoro Satriyo also revealed that the target for the production of one submarine that will be used by Indonesia is six years. However, PT PAL chose to extend the time of 1 year for evaluation.

"So, every phase itself is 2023 to 2030. The phase is 7 years. Because the average submarine construction takes 6 years. That's why one year for evaluation. So, our target is seven years," he added.

As is known, Indonesia is collaborating with France to build a Scorpene submarine. Later the submarine will be used by the Navy (AL). The Scorpene submarine built in Indonesia has its own time compared to other Scorpene considering that the Naval company is also collaborating with other countries such as Malaysia, Brazil, or India.

The Scorpene ship built in Indonesia was built by adjusting conditions in Indonesia by considering seawater, including water temperature.

"We consider sea water, temperature, our Navy, etc. Please understand that this is specifically for Indonesia, so it will not be the same," he explained.

On the same occasion, VP Sales of India and Asia Pacific Naval Group, Nicolas De La Villemarqué explained that the company provides the best submarine offers according to the needs of each country. However, Naval Group still guarantees the confidentiality of submarine technology from each country.

"The configuration of this ship is very secret because we are talking about Indonesia's sovereignty and the needs of the Ministry of Defense and the Navy," he explained.

The government is indeed collaborating with France regarding the procurement of defense equipment. The plan is for the Ministry of Defense to buy two Scorpene submarines. The plan is included in the cooperation in the research and development sector regarding submarines. Purchase plans including Air-independent Propulsion (AIP) complete with weapons, spare parts, and even training.
