Komjen Listyo Sigit Prabowo From Adjutant Jokowi To Become The National Police Chief Who Jumped Over His Seniors
JAKARTA - The DPR RI officially received a Presidential Letter (Surpres) regarding the name of the candidate for Chief of Police of the Republic of Indonesia (Kapolri). In the letter, President Joko Widodo (Jokowi) proposed the name of the Head of Criminal and Criminal Investigation Police, Komjen Listyo Sigit Prabowo, as a candidate for the National Police Chief to replace General dham Azis.
The letter is registered with the number: R-02 / Pres / 01/2021. The letter was conveyed by State Secretary Pratikno to the Chairman of the Indonesian Parliament Puan Maharani, on Wednesday, January 13.
Many parties have predicted the appointment of Komjen Listyo Sigit Prabowo. This is because the three-star general has a close relationship with Jokowi.
The closeness of the two began when Jokowi served as Mayor of Solo and Listyo Sigit at that time accompanied him as the Surakarta Police Chief in 2011.
Then, the closeness between the two continued in 2014. At that time, Jokowi was elected as President and Listyo became his adjutant.
The man who graduated from the 1991 police academy (Akpol) said that the offer to be an adjutant appeared when he asked for the blessing of wanting to go to Jokowi's high school staff and high-ranking police officers.
"One month I went to school, I asked for his blessing (Jokowi, red). Then (Jokowi, red) offered to be an adjutant," said Listyo.
Receiving the offer, Listyo accepted it. However, despite being offered directly by Jokowi, Listyo had to run a number of tests.
Listyo carried out the first test with three other mid-level officers, one of whom was Agus Suryonugroho, who is the Head of Legal Affairs for the East Kalimantan Regional Police.
After undergoing the test, Listyo felt confused. This is because the test results were not announced. So that he actually doesn't know whether to qualify or not.
However, recently he was asked to carry out the second selection. Until finally he could become President Jokowi's aide.
He pursued a career as Jokowi's adjutant for two years. After that, he was promoted to Kapolda Banten replacing Brigadier General Ahmad Dofiri in 2016.
However, before being sworn in as Kapolda, Listyo Sigit had received rejection from a number of scholars and administrators of the Indonesian Ulema Council (MUI) throughout Banten. The reason is because of religious differences.
The area of the sultanate and most of the population of Banten embraced Islam. Meanwhile, Listyo embraced Christianity.
But in the midst of this rejection, Listyo was still appointed as Kapolda. In fact, during his tenure of about 22 months he was able to embrace and generalize these differences.
In addition, during his tenure as Banten Police Chief, Listyo Sigit Prabowo faced various problems. He is in charge of securing the Banten Governor Election (Pilgub) in 2017 and the Simultaneous Regional Head Election (Pilkada) 2018.
Until finally, Listyo Sigit left the position of Head of Banten Police on August 13, 2018. He was promoted to Head of the Police Propam Division with the rank of Inspector General or two stars. Meanwhile, the position of the Banten Police Chief was filled by Brigadier General Teddy Minahasa Putra.
Subsequently, Listyo served as Head of the Police Propam Division in 2018-2019. Then, in 2019 the man who was born in Ambon was again promoted to become the head of the National Police's Criminal Investigation Agency (Kabareskrim) from 2019 to the present.
Seeing Listyo's career before becoming the President's adjutant, he had filled several positions in several regions.
In 2009, Listyo served as the Chief of the Police Resort (Kapolres) Pati. Then, he assumed the position of Kapolres Sukoharjo in 2010. In the same year, Listyo served as Deputy Head of the Semarang District Police Headquarters.
Subsequently, Listyo served as the Surakarta (Solo) Police Chief in 2011, when President Jokowi was still Mayor of Solo.
In 2012, Listyo's position was again promoted to Head of Sub-Directorate II of the Directorate of Criminal and Criminal Investigation Polri, followed by the position of Director of General Criminal Investigation of the Southeast Sulawesi Regional Police in 2013.
Apart from the positions that Listyo had occupied, he also exposed a myriad of major cases.

This was reflected in the arrest of the fugitive convicted in the Bank Bali collection rights (cassie) case, Joko Tjandra on July 30, 2020. In fact, in this case, Komjen Listyo led the team directly to Malaysia to arrest Joko Tjandra.
Listyo said Joko Tjandra's arrest began with the order of the National Police Chief General Idham Azis to form a team to bring Joko Tjandra's fugitive back to Indonesia.

Listyo said that Joko Tjandra's arrest was the National Police's commitment to upholding the law, as well as to answer public doubts. Before arresting Joko Tjandra, the National Police's Criminal Investigation Unit together with the Ministry of Law and Human Rights also arrested Maria Pauline Lumowa who had been a fugitive for 17 years in a bank burglary case worth IDR 1.7 trillion. In this case, Bareskrim Polri is committed to investigating the case down to its roots.
Most recently the National Police Criminal Investigation Unit is handling a case of alleged attack by the FPI Laskar to the police on the Jakarta-Cikampek toll road. Investigations are carried out in a transparent, objective and inclusive manner, such as the National Commission on Human Rights and other independent institutions.
In fact, cases of alleged violations of health quarantine that dragged Rizieq Shihab, starting from Petamburan, Central Jakarta, the crowd in Megamendung and Ummi Hospital in Bogor were all taken over by Bareskrim.

Based on the data, from the hundreds of cases of COVID-19 hoax that were revealed, at least 140 people have been named as suspects.

Apart from hoaxes, throughout 2020, the National Police's Criminal Investigation Directorate also handled several prominent cases. Among these cases, the disclosure of alleged provocations that caused riots in a demonstration against the Omnibus Law Work Creation Law.

In total throughout 2020, the National Police's Criminal Investigation Unit secured evidence of 5.91 tons of methamphetamine, 50.59 tons of marijuana, and 905,425 ecstasy pills. Of the 41,093 cases of criminal drug offenses, 53,176 suspects were subject to legal proceedings.
For drug crimes, Bareskrim Polri together with Polda Metro Jaya revealed the circulation of methamphetamine-type narcotics in the Middle East network, in Petamburan, Central Jakarta. The police arrested 11 people with 200 kilograms of methamphetamine evidence.
Then, another prominent case was handled by the National Police Criminal Investigation Unit, namely the case of forest and land fires or karhutla. Throughout 2020, cases of forest and land fires have decreased compared to 2019.
This year, the Karhutla Task Force (Satgas) has named 139 people and two corporations as suspects. Where 99 cases have been resolved by his staff while 131 cases are still being investigated. The burned area also shrank to 274,375 hectares with a hotspot of 2,875.
Meanwhile in 2019, the number of forest and land fire suspects reached 398 with 24 corporations. Meanwhile, the number of burned areas reached 1,649,258 hectares or a drastic decrease compared to 2019.
Not stopping there, Bareskrim Polri noted that from January to December 2020 it had uncovered 455 cases of environmental crimes that could cause natural disasters. This is due to rampant illegal mining or illegal mining and plantation crime.
Komjen Listyo Sigit said, of the hundreds of cases disclosed, it was found that the illegal activity resulted in natural disasters such as flash floods and landslides. As happened in West Sumatra, South Sumatra, Banten, West Java, East Java, South Sulawesi, Central Sulawesi and Southeast Sulawesi.
"There are 455 cases of environmental trends in the scope of the Plantation, Forestry and Mining Law," said Listyo.
Of the 455 cases revealed by Bareskrim throughout 2020, at least 620 people have been named as suspects. This figure has increased dramatically compared to the previous year or 2019, with 197 suspects.
