Extraordinary Crimes Such As Corruption And Terrorism, Tito: Prevention Is More Important
JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian stated that the concept of prevention is more important in handling various cases, including extraordinary crimes such as corruption, terrorism, and narcotics.
"This event is an important part of the National Strategy (Stranas) for the Prevention of Corruption (PK) in 2023 '2024," said Minister of Home Affairs Tito Karnavian in signing the Commitment to Implementing Corruption Prevention Action 2023' 2024 which was monitored virtually at the National Planning and Development Agency Building (Bappenas), quoted by ANTARA, Thursday 9 March.
The Minister of Home Affairs said that in handling extraordinary crimes such as corruption, terrorism, and narcotics, the pattern is almost the same, namely prevention, prosecution, and even rehabilitation such as narcotics and terrorism.
During the handling of terrorism while working within a police institution, Tito continued, efforts to resolve the case began with taking action to break the terrorism network.
After learning a lot about the reasons why terrorism can occur, he mentioned three factors as stated by the Oxford University Chancellor Louise Richardson.
The first is dissatisfaction with justice, welfare, and the like (dissatisfied person). Dissatisfaction is not a threat if the enabling group, which is a group that mobilizes and makes those who are dissatisfied with the situation to move to commit terrorism.
Acts of terrorism will be even more dangerous if there is legitimating ideology, namely ideologies that allow or even advocate the use of violence to achieve certain goals.
"From such concepts, it is no longer just focus on breaking the network of enabling groups and counter-contra handling ideologies for handling terrorism. Now it has started to move on prevention efforts through resolving dissatisfied persons, because what they are angry about, whether it's about welfare and others," said Tito.
Likewise, in the concept of dealing with corruption, it is deemed necessary to take firm action if there is strong evidence. If necessary, he continued, a hand arrest operation (OTT) was carried out to provide a deterrent effect.
"A deterrent effect is important, but in handling various cases, prosecution is not the only weapon to address the problem, not only the only problem. Instead, to prevent is more import than to secure, preventing it from being better than treating it," said the Minister of Home Affairs.
Efforts to prevent corruption are the most important thing, he said, is that commitment, integrity, or political will from the holders of power are needed.
Therefore, now it has signed a commitment integrity pact. He hopes that this is not just a ritual of activities, ceremonial, but this is a journey of a thousand miles must start with a single step (the journey of 1,000 miles must start with one step).
"We must strengthen the surveillance system, secondly strengthen the open government system (government is more open and transparent) so that the potential for corruption is prevented by that system," said the Minister of Home Affairs.
