The Special Committee For Jiwasraya Questionnaires Who Wilted Before Developing
JAKARTA - The proposal for the Jiwasraya special committee for questionnaires was rolled out in the middle of the formation of the Jiwasraya working committee (panja). Three commissions, namely III, VI, and XI, have already formed a working committee to address the polemic of the state-owned insurance company. The two bearing factions, namely the Democrats and the PKS, have submitted their proposals to the DPR leadership. However, will the special committee questionnaire materialize?
The proposal document for the formation of a special committee has been submitted by the two factions to the Deputy Chairman of the DPR, Azis Syamsuddin. The proposal has also been accepted. Even so, the proposal to form a special committee for Jiwasraya's questionnaire is still being discussed by the DPR leadership.
In the DPR RI's rules and regulations (Tatib) number 1 of 2014, the formation of the special committee is regulated in articles 93 to 97. Meanwhile, the right to inquiry members of the council is regulated in articles 169 to 177.
The number of special committee members is determined in the DPR plenary meeting forum, at most 30 people, and comes from across factions and commissions. The duties and working period of the special committee are determined by the plenary session of the DPR. However, it can be extended by the Deliberative Council (Bamus) if the special committee has not completed its duties.
Not only that, if it is deemed necessary to make a case brightly clear, as long as it is agreed upon, the special committee can make other mechanisms. This provision is regulated in Article 97 paragraph 2, which reads:
"In conducting the meeting as referred to in paragraph (1), other mechanisms can be implemented as long as it is agreed by the leadership and members of the meeting,".
Meanwhile, the right to inquiry is proposed for at least 25 members and more than one faction. The formation of the committee for inquiry rights is pursued through the plenary session of the DPR. If approved, the team will be named the Questionnaire Committee, and then submitted to the President.
The special committee for questionnaires also has greater authority than the panja. Because the special committee of the questionnaire can call the related parties forcibly. This is regulated in Article 175 of the DPR Standing Orders.
Referring to this rule, the proposed Jiwasraya questionnaire from PKS and Democrats met the requirements. Moreover, the head of the PKS faction, Jazuli Juwaini, said that 50 members had signed the proposal document for the special committee for questionnaires. However, what about the chances of making it happen?
Political observer of Al-Azhar University Ujang Komarudin assessed that the chances of the Jiwasraya questionnaire special committee being realized are relatively small and there tends to be no hope of being realized. This is because the special committee for questionnaires needs more political support because it has to go through a plenary agreement. More than half of plenary participants must vote on the proposal.
"It seems that there is an operation to thwart the formation of the Special Committee proposed by the Democrats and PKS. It looks like the formation of the Special Committee will be sluggish. It will wither before it develops. It will stagnate. It will not get support from other factions," said Ujang, when contacted by VOI, in Jakarta, Friday, February 7th.
According to Ujang, the dangers of a parliament without an opposition force began to appear. As at this time, the entry point to investigate the failure to pay PT Asuransi Jiwasraya through the special committee for questionnaires will be blocked because the opposition is not strong.
"I have often said. This is the danger without a strong opposition force. The robbery of state funds in Jiwasraya will just disappear. The Special Committee as the entrance to investigate Jiwasraya will clearly and clearly experience a steep road," he said.
Democrats and PKS Claim Follow-up on Jiwasraya Special Committee's Proposal
The Democrat Party and the Prosperous Justice Party (PKS) asked the DPR RI leadership to immediately follow up on the proposal for the formation of the Jiwasraya Special Committee, this was conveyed by the two factions at the plenary meeting yesterday.
Democrat politician, Sartono Hutomo, asked for clarity on the proposal for the formation of the Jiwasraya special committee which was submitted to the leadership of the DPR. Including an explanation regarding the processes that will be followed after the proposal is submitted to the leadership of the DPR RI.
Moreover, said Sartono, 104 members from the two factions had signed the proposal to form a special committee for the Jiwasraya questionnaire. He considered that the Jiwasraya case was an event that had to be handled seriously. Given the potential loss of up to IDR 16 trillion.
"I think it must be resolved quickly, clearly, clearly and thoroughly so that there is no mistaking among the nation's children. In this forum we ask to immediately schedule and follow up the process that we have conveyed the letter to the leadership," said Sartono.
Meanwhile, PKS politician Ahmad Junaidi Auly conveyed the complexity of the Jiwasraya problem. First, the potential for substantial state losses, then there are allegations of organized crime, allegations of manipulation of financial statements, thus obscuring the public in assessing company performance. Then there was an alleged weakness in the supervision of the OJK and the Ministry of BUMN.
Junaidi said, thus the Jiwasraya case was a case involving many sectors and parties. Therefore, the existence of a special committee is needed.
"We also know that there has been an incoming letter to the leadership of the DPR regarding the proposed special committee for inquiry rights, namely from the Democrat Party and PKS factions. Therefore, on this occasion we would like to emphasize that this proposal for the special committee on inquiry rights is immediately followed up," he said.
For your information, after the proposal to form the Jiwasraya questionnaire special committee is accepted by the DPR leadership, then the DPR leadership will immediately hold a deliberation body meeting (Bamus) to schedule the proposal in the plenary session.
