Realization Of The 2022 Ministry Of Social Budget Almost Implemented 100 Percent
JAKARTA - The Ministry of Social Affairs achieved a budget realization in 2022 of 98.58 percent, indicating the high rate of budget absorption.
"The realization of the Ministry of Social's budget in 2022 is Rp. 96.5 trillion or 98.58 percent," said Social Minister Tri Rismaharini, released by the Ministry of Social Affairs, Thursday, February 9.
This important point is part of the explanation of Social Minister Risma in a working meeting with Commission VIII DPR RI in Jakarta, Wednesday, February 8 yesterday.
Social Minister Risma said that in 2022, the Ministry of Social's budget reached IDR 97,928,061,416,000. Good performance managed to record absorption of IDR 96,534,397,587,261 or 98.58 percent. In front of members of the DPR, Risma explained the explanation based on the four budget items.
The four budget realization posts are employee shopping posts, goods expenditures, social assistance expenditures, and capital expenditures.
For employee shopping posts, realized Rp428,746,038,370 or 91.52 percent of the Rp468,493,079,000 ceiling. Realization of goods expenditure of Rp4,062,376,304,851 or 96.55 percent of the Rp4,207,499,366,000 ceiling.
"For social assistance expenditures, the realization is Rp. 91,884,679,114,935 or 98.71 percent of the ceiling of Rp. 93,086,716,563,000, and capital expenditures of Rp. 158,596,129,105 or 99.93 percent of the ceiling of Rp. 165,352,408,000," said the Minister of Social Affairs.
Furthermore, the Minister of Social Affairs explained that the realization of social assistance spending was used by three work units within the Ministry of Social Affairs, namely the Directorate General of Social Rehabilitation (Ditjen Rehosis) amounting to Rp595.21 billion, the Directorate General of Social Protection and Security (Ditjen Linjamsos) amounting to Rp29.09 trillion, and the Directorate General of Social Empowerment (Ditjen Dayassos) amounting to Rp63.23 trillion.
"Social assistance at the Directorate General of Social Rehabilitation is allocated for the assistance of Social Rehabilitation Assistance (ATENSI) with the number of aids distributed as many as 15,478 units and the realization of Rp595.21 billion or 98.83 percent," said the Minister of Social Affairs.
Then, Risma added, there are details, namely special literacy for people with visual disabilities, ATENSI for people with disabilities, single-disability food, ATENSI for disaster emergency victims, ATENSI for children, ATENSI for orphans (COVID-19), ATENSI for orphans (budget added), ATENSI for the elderly and single-age food.
"So, this is a form of assistance not only in the form of social assistance, but also a response to cases," he explained.
Meanwhile, social assistance at the Directorate General of Social Security, Linjamsos, is allocated for social protection programs for victims of natural disasters, social and non-natural disasters, as well as the Family Hope Program (PKH) and Integrated Prosperous Houses.
"Aid for victims of natural disasters that receive emergency response logistical assistance and social recovery, as well as Psychosocial Support Service (LDP), the realization is IDR 280.43 billion or 99.24 percent," said the Minister of Social Affairs.
Meanwhile, the realization of assistance for social protection programs for victims of social and non-natural disasters, Risma conveyed, reaching Rp50.89 billion or 100 percent due to the tragedy of Kanjuruhan in October 2022.
"This is why we are 100 percent, because it really is not enough. After the tragedy of Kanjuruhan, many died, so the realization exceeded 100 percent. Yesterday, we asked for funds from grant funds," explained the Minister of Social Affairs.
At PKH, Risma said that there was a difference in the achievement of realization in the success of the channel which reached Rp28.7 trillion or 100 percent and the realization of transactions of Rp28.48 trillion or 99.22 percent.
"We have distributed 100 percent, but the transaction in the community is 99.22 percent. There is a possibility that the person concerned died, moved, and so on. So, it is different between the realization of successful channel and the realization of transactions," he said.
The 2022 Dayasos program assistance is allocated for Non-Cash Food Assistance (BPNT), cooking oil BLT and BBM BLT, the empowerment of the Remote Indigenous Community, and the Archipelago Economic Hero (PENA).
Social Minister Risma conveyed the reason for the difference between the 2022 social assistance budget data that she presented and that mentioned by the Chairman of Commission VIII of the House of Representatives, Ashabul Kahfi, amounting to Rp. 78 trillion.
"It is different from the data of IDR 78 trillion because there is additional assistance for BLT cooking oil and BLT BBM in 2022," explained Social Minister Risma.
For the PENA program, the realization has reached Rp26.68 billion or 52.31 percent of the ceiling of Rp51 billion. This happens because the program implementation deadline is at the end of the year.
For this reason, he asked for support from legislators in order to ease the steps taken by the Ministry of Social Affairs to pursue the realization of the budget in the following years by opening a budget hold not at the end of the year.
"We regularly hold meetings with related Ministries / Agencies so that the budget hold is opened at the beginning of the year. So, at this time, we are struggling, we ask for support from the leadership and members of Commission VII DPR RI to facilitate our steps in the future," said the Minister of Social Affairs.
Responding to the request of Social Minister Risma, Chairman of Commission VIII DPR RI Ashabul Kahfi, also supported the Social Minister's proposal to encourage related Ministries / Agencies to open a budget hold at the beginning of the year in order to expedite the process of distributing social assistance.
Furthermore, his party together with legislators also appreciate the programs that have consistently been carried out by the Ministry of Social Affairs in 2022 and resumed in 2023.
