The Current Period Of The DKI DPRD Is Not Willing To Use The Old Cawagub Standing Orders
JAKARTA - Deputy Chairman of DKI DPRD, Zita Anjani, admitted that he is not willing if the election of candidates for Deputy Governor of DKI uses the rules (tatib) drawn up by the DPRD in the previous period, namely 2014-2019.
This member of the PAN faction, who has only served in the Jakarta parliament for the 2019-2024 period, views that the old council members do not have valid legal power. Given, until now the guideline for election of cawagub has not been ratified.
"The legal product that was worked on by the old council, right, does not have legal force. The stewardship is not yet finished, I just want it to be approved by the council. I have never seen and read the form. How can it be legalized?" said Zita when contacted by VOI, Thursday, February 6.
Prior to the changing period, the Jakarta Cawagub Standing Orders were prepared by a special committee (special committee). The chairman of the special committee at that time was a former member of the Hanura faction of the DKI DPRD, Ongen Sangaji and the deputy was the former Chairman of the Nasdem Faction Bestari Barus.
Until now, the Cawagub Tatib has never been passed because both of them had already stepped down from the parliamentary seats in Kebon Sirih. Considering that no one is responsible for the contents of the orders anymore, Zita thinks the old orders cannot just be passed.
"The DPRD works according to the rules. Hence, a special committee must be made by the new council to ratify the rules and regulations," he said.
Zita will forward the request for the creation of the new directive to other DPRD leaders. At the same time, Zita will propose to add to the Jakarta Cawagub's fit and proper test process in the guidelines.
"PAN will carry out a fit and proper test," he said.
For information, the current candidate for the Jakarta governorate is Ahmad Riza Patria who was promoted by Gerindra and Nurmansjah Lubis from PKS. Both of them deposed the previous cawagub, namely Agung Yulianto and Ahmad Syaikhu.
Currently, the two candidates are visiting the factions in the DKI DPRD. The goal is to introduce themselves and accommodate the wishes of the members of the council for them to do if they have been elected as assistant to the Governor of DKI Jakarta Anies Baswedan.
Currently, the DPRD is arranging the schedule for the joint leadership meeting (rapimgab). In this Rapimgab, the DPRD will ratify the rules for the election of the Deputy Governor of DKI which have been drawn up by a special committee (special committee).
In addition, the DPRD formed a voter committee (panlih) which was in charge of the election process, continued to carry out the election by voting from members of the council.
The election plenary session will be held if the number of members of the DKI DPRD who are present meets the quorum requirements, namely 50 percent plus 1 person. The number of members of the DKI DPRD is 106 people. Thus, a meeting is considered a quorum if at least 54 members are present.
There are two election processes that will be held by the DPRD. First, the elected cawagub must get 50 percent + 1 of the number of DPR members present. Second, the cawagub can win the election if it is elected at most by DPRD regardless of the number of members present.
