Jakprohas The Cause Of Repetition Of TIM's Tender Revitalization Into Allegations Of Collusion
JAKARTA - VP Corporate Secretary of PT Jakpro Syachrial Syarif revealed the reason his party canceled the first tender for the construction of the Taman Ismail Marzuki (TIM) revitalization and repeated the tender for vendors.
The repetition of this tender process is included in the report of alleged collusion or conspiracy whose case is now being handled by the Business Competition Supervisory Commission (KPPU).
Syachrial said, in the initial tender that won PT Wijaya Karya Bangunan Gedung, Jakpro conducted an internal evaluation and there were conditions that had not been fulfilled by the tender winner. This caused the tender to be repeated and produced KSO PP-JAKON as the winner of the tender.
"What I know is that it was re-evaluated. So during the tender process, how come there seems to be something that is not appropriate. That's why we need to do a new tender," said Syachrial when contacted, Monday, February 6.
When asked what conditions have not been met in the results of the first tender and why the evaluation was only discovered after the tender was carried out, Syachrial did not answer clearly.
"It's a process. There is a committee. Everything is handed over to the committee," he said.
Strictly speaking, Syachrial also denied that the company owned by the DKI Provincial Government had conspired in the procurement of the TIM revitalization project just because there had been an cancellation of the auction process in the Anies Baswedan era as the Governor of DKI.
"The decision was made to cancel the tender and repeat the new auction process solely to follow the regulations and apply the precautionary principle and GCG (good corporate governance) in accordance with company guidelines," he explained.
On the KPPU RI Instagram account, it is stated that this alleged collusion is included in the KPPU report and is now at the stage of the Initial Inspection by the Commission Council.
"When the revitalization was still ongoing, KPPU received a report of alleged conspiracy or collusion in the procurement of phase 3 revitalization," wrote the kppu_ri Instagram account.
There were 3 parties who were reported in the case, namely the tender implementer, PT Jakarta Propertindo (reported I), PT Pembangunan Perumahan Tbk (reported II), and PT Jaya Konstruksi Manggala Pratama Tbk (reported III).
The KPPU explained the chronology of alleged conspiracy that occurred during the procurement of phase 3 revitalization carried out by the procurement team on April 21, 2021. The evaluation of the tender was carried out through scoring with an assessment of two types of documents, namely administration and technical and price.
There were 5 participants who submitted bid documents, namely PT Waskita Karya, KSO PP-JAKON, PT Wijaya Karya Bangunan Bangunan, PT Adhi Karya, and PT Hutama Karya.
"From the results of the evaluation, sequentially PT Wijaya Karya Bangunan Gedung Tbk, PT Adhi Karya Tbk, and KSO PP-JAKON are ranked 1 to 3 in the tender," explained KPPU.
The proceeds from the tender were submitted to the Director of Human Resources and General Affairs Jakpro. However, on June 21, 2021, the person concerned did not approve the results of the tender and asked for a re-tender.
Then in the second tender, there were 4 participants who entered the bidding documents, namely KSO PT Waskita Karya-PT MSP, PT Adhi Karya, KSO PP-JAKON, and PT Wijaya Karya Bangunan Gedung. From the evaluation results, KSO PP-JAKON and PT Wijaya Karya Bangunan are ranked first and second in the tender.
"The tender results were then submitted by the Director of Human Resources and General Affairs Reported I (Jakpro), and on August 16, 2021, KSO PP-JAKON was determined as the winner of the tender," he explained.
From this condition, the KPPU Prosecution Investigator considers that it is suspected that Jakpro has attempted to collude or collusion by canceling the first tender on June 21, 2021.
