Heru Budi Calls An Entrepreneur In Jakarta A Burden Of The APBD
JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono asked the ranks of RW, village head, sub-district head, and mayor to pay attention to the arrival of migrant residents. He said that the entry of migrants to Jakarta actually burdened the DKI Regional Budget.
This condition, according to Heru, could also lead to an increase in the number of low-income people to social vulnerabilities.
This was said by Heru during the Guyub event of the Chairman of the Citizens Association (RW) throughout South Jakarta with the Kapolda Metro Jaya Inspector General Fadil Imran and the Pangdam Jaya Major General TNI Untung Budiharto.
"Today I ask the Mayor, Mr. RW to continue to pay attention to the movement of residents from one area to another. We, the DKI Regional Government, cannot prohibit it. But, in the future, the DKI Regional Budget will be burdened," said Heru at Heru in Bellgio Boutique Mall, South Jakarta, Sunday, February 5.
Heru gave an example of one of the conditions caused by the large number of migrants to the capital city. In health care facilities at the Jakarta Hospital, the government cannot prohibit residents outside Jakarta from undergoing treatment.
However, inevitably the DKI Provincial Government must increase its treatment capacity so that Jakarta residents can also be accommodated and treated at hospitals owned by the area.
"For example, in South Jakarta, one of them has Pasar Minggu Hospital. Of the 14 patients in one room, 9 patients are residents outside DKI. The rest are residents of DKI. What does that mean? The DKI Regional Government will be a burden. Pasar Minggu Hospital must be raised, the DKI Regional Government is obliged to add beds," he explained.
Furthermore, Heru admitted that there was no prohibition regarding the transfer of residents to an area. However, he asked the RW ranks to collect data and oversee the process of transferring residents who entered his area as a measure to anticipate social vulnerabilities.
Bearing in mind, in Presidential Regulation Number 96 of 2018 and Regulation of the Minister of Home Affairs Number 108 of 2019, it is stated that the population transfer process no longer requires an introductory letter from the area of origin to the destination area.
"We cannot give a limit. We must accept this. We entrust it. A vulnerability alarm, as early as possible in the ranks of the RW and RT. Babinsa, Bhabinkamtibmas as well, received a lot of security assistance, helped the DKI Regional Government so that it can serve the community well," he added.
