Considered Important, It's Time For The MPR To Have Their Own Law

JAKARTA - Deputy Chairman of the MPR RI Sjarifuddin Hasan said that it was time for the MPR to be regulated with one separate law, namely the Law on the MPR so that the authority, main duties, and functions of the MPR have a strong legal umbrella.

"I think the MPR does need to have its own laws or special laws regarding the MPR. Therefore, we are working on drafting the Draft Law (RUU) on the MPR," said Sjarifuddin Hasan as quoted by ANTARA, Thursday, February 2.

Sjarifuddin Hasan explained that with the Draft Law on the MPR, the MPR will be regulated by its own laws and no longer enter or regulated in the laws on the MPR, DPR, DPD, and DPRD (UU MD3) as it is today because the MD3 Law has not regulated many things about the MPR, such as equipment in the MPR.

"For example, we want to form an honorary body of the MPR or others, we need a legal umbrella. The law on the MPR can later become a legal umbrella. Therefore, I think the Bill on the MPR is a good idea," said Syarief Hasan, his nickname.

Syarief Hasan admits that the authority, duties, and functions of the MPR have been regulated in Law MD3 (UU No. 17 of 2014) which was revised several times, finally Law no. 13 of 2019 concerning the Third Amendment to Law no. 17 of 2014.

However, he said, only a few articles regulate the MPR. On the other hand, the MD3 Law fully regulates the DPR and DPD. So far, the MD3 Law does not regulate in more detail and explicitly about the completeness of the MPR tools.

"With the existence of a bill on the MPR, the MPR is specifically regulated in the law so that it becomes a lex specialist law. The law on the MPR will regulate the authority, duties, functions of the MPR, and the completeness tools of the MPR, the Honorary Board of the MPR, and others. So indeed this law will regulate a lot about the MPR which has not been included in the MD3 Law," he said.

The drafting of the Bill on the MPR, he continued, still refers to the MD3 Law. However, the Bill on the MPR will later regulate and emphasize what has not been regulated in the MD3 Law. In this process, the MPR is starting by conducting studies on the preparation of academic manuscripts for the preparation of the Bill on the MPR.

Syarief Hasan hopes that the process of drafting the bill on the MPR until it is discussed in the DPR RI can run in the not too distant future.

"Because this (RUU on MPR) concerns the common interest, I hope it will not take a long time so that it can apply to the MPR for the next period," he concluded.
