DPRD Helosed Ancol Reclamation Suddenly Continues, Call The Basic Law Irrespective
JAKARTA - Member of Commission B of the DKI Jakarta DPRD, Gilbert Simanjuntak, admitted that he was surprised because the reclamation in the Ancol area, North Jakarta was suddenly resumed. Even though the legal basis is problematic.
Ancol's reclamation is contained in Governor's Decree No. 237 of 2020 concerning the Permit to Implement the Expansion of Ancol Recreation Areas issued by Anies Baswedan while still serving as Governor of DKI.
When the governor's decree was issued, Commission B once questioned the DKI Provincial Government and questioned the legality of its regulations because it was deemed not to have a clear legal umbrella. At that time, the provincial government decided to postpone the implementation of the governor's decree.
"Ancol's reclamation is that the decision letter (kepgub) is not clear on the legal basis. Frankly, I'm surprised to hear that this is being continued. I think the decree was canceled and a new decree was issued which was corrected because at that time it was pending because the legal basis was not clear," Gilbert told reporters, Friday, January 20.
The reclamation on the west side is planned to build an area of 35 hectares and a reclamation of the east side of 120 hectares. From there, the DKI Provincial Government obtained a 5 percent ownership of the Ancol reclamation area.

"What I'm concerned about, first is the distribution. Why do we only get 5 percent? Second, there is a land that is targeted to be 120 hectares in the decree (kepgub). The basis for determining the area from where? Then who is the rest for whom? This must be clarified," he said.
In addition, Gilbert also doubts DKI's ability to hoard land on the reclamation island from mud from river dredging.
"We don't believe in the amdal (an analysis of environmental impact). For 20 years alone we can only have 20 hectares. 120 hectares, how many years do you want? 120 years? Want to mind the ground from the mountains?" he said.
Previously, the President Director of PT Pembangunan Jaya Ancol Winarto said that the reclamation of the west and east sides in the Ancol area was continued. The reclamation plan initiated by the era of former DKI Jakarta Governor Anies Baswedan was stopped due to legal problems.
This was revealed by Winarto in a meeting of Commission B of the DKI Jakarta DPRD at the DKI Jakarta DPRD Building. Winarto admitted that Ancol's continuation of the reclamation had been discussed with the Acting Governor (Pj) of DKI Jakarta Heru Budi Hartono.
"Regarding the expansion of the mainland, it is now running. I have asked Pak Pj, the agreement is whether to continue or not," said Winarto, Thursday, January 19.
Winarto said that his party had an obligation to continue the development of reclamation. Because, in the two reclamation planning areas, Ancol has received an investment of almost IDR 1 trillion to realize its construction.
"Business (investment) has come out of almost Rp1 trillion, both in the west and in the east. The money that has been spent, as an accountability for public companies, must have a return. So, this year we have to continue that. It's been on track actually," explained Winarto.
In this reclamation project agreement, Ancol is tasked with building embankments around the mainland. Meanwhile, the DKI Provincial Government makes land from piles of mud from river dredging, reservoirs, ponds, and reservoirs.
There are two land reclamation locations, namely the west side with an area of 35 hectares and the east side with an area of 120 hectares. Winarto targets the western side of the reclamation to be completed in the next two years, with the construction of a floating mosque that has started since the Anies era.
The progress is still minimal in the reclamation of the east side because 20 hectares are still being built. In fact, Ancol has carried out the obligation to acquire land that will belong to the DKI Provincial Government covering an area of 5 percent or 6 hectares of total land. The contribution is also planned for the construction of the Rasulullah Museum.
