DPRD Budget Value For DKI Infiltration Wells Rp. 817 Billion Too Large
JAKARTA - Chairman of the Special Committee for Floods at the DPRD DKI, Zita Anjani, assesses that the budget for the construction of vertical drainage or infiltration wells as one of the flood mitigation efforts in Jakarta is too large.
In the Regional Medium Term Development Plan (RPJMD) of the Governor of DKI Jakarta Anies Baswedan for 2017-2022, the budget for absorption wells reaches IDR 817 billion.
Specifically for 2021, the DKI Provincial Government has budgeted IDR 441 billion using the APBD with a target of 150 thousand infiltration well points.
"The budget for vertical drainage development is Rp. 817 billion. Should, Rp. 817 billion could be used for other activities," said Zita in a written statement, Sunday, December 26.
According to this PAN politician, Governor Regulation Number 20 of 2013 stipulates that building owners covering land or groundwater user applicants are required to make infiltration wells.
Therefore, the DKI Jakarta DPRD Flood Special Committee recommends that the construction of vertical drainage does not use the APBD, but rather optimizes CSR funds, building owners, and the community. This is because it has been regulated in the Governor's Decree regarding the obligation to construct water absorption wells.
"The important element in overcoming floods is not only with an adequate budget, but also on target. That point is overlooked. So, our budget is large but has no impact," said Zita.
In addition, Zita also regretted the large budget for a flood supporting information system of Rp. 109 billion, such as a rainfall gauge and a river flow meter.
Therefore, Zita recommended that Anies cancel the procurement of the equipment. Zita said, DKI could take advantage of existing Flood Information such as the BMKG Center and Jakarta Smart City, so that the budget could be diverted to optimize river expansion.
"The procurement of the Flood Information System is indeed important, but it doesn't need a new one. Just optimize the existing one. If anything, the procurement continues, but is not optimal, the result is the same, wasteful of budget," he said.
"Those are just two examples, there are many more inaccurate budgets. That is why we emphasize that the earliest one is commitment. The promises that are spoken are not necessarily commitments," he concluded.
