Ngadu To The Natuna DPRD, Curhat Fishermen's Rules Of Restrictions On Buying BBM And Fish Fishing Zones Makes Additional Unemployment
The Indonesian Embassy - Fishermen's Alliance Natuna complained to the local DPRD regarding regulations that bind fishermen regarding restrictions on fishing zones and restrictions on the use of diesel fuel.
The regulation is stated in the Fishery Ship Registration Certificate (TDKP) by the Natuna Marine and Fisheries Service, Riau Islands (Kepri).
"This problem started when Sedanau fishermen during fishing were prohibited from catching with a limit of two to 12 miles," said the head of the Natuna Fishermen's Alliance, Hendri during a hearing with Commission II of the Natuna DPRD on Wednesday, January 4, as reported by Antara.
In addition, he said, the TDKP prohibits traditional fishermen from going to sea for more than 12 miles as they usually operate normally.
"Meanwhile, in Natuna there are no fishermen operating under 12 miles," he said.
According to him, the TDKP rules have an impact on fishermen with reduced fuel quotas, and lead to an increase in the unemployment rate in Natuna Regency.
"We explain that it is related to the TDKP if there are fishermen who exceed the capture zone and come into contact and have problems with the central fishermen, it becomes their legal basis to expel local fishermen," he said.
Therefore, his party asked the Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono to lift the points of prohibition or restriction of fishing zones for Natuna traditional fishermen in the Natuna Sea to the North Natuna Sea as stated in the Minister of Marine Affairs Regulation (Permen KP) number 18 2021.
"The KP regulation does explain that the regulation limits the fishing zone of Pancing Tonda fishermen, our request from fishermen, the TDKP policy also does not sound like that and we ask for the regulations in the KP Permen as well," he said.
Natuna Fisherman's representative, Budiakin, conveyed that during the socialization related to the KP Permen to fishermen, there were no prohibition points mentioned.
"We want to get a solution to the problem we are facing regarding the issuance of TDKP which can harm fishermen, namely the limitation of catch zones and restrictions on fuel," said Budiakin.
Chairman of Commission II of the Natuna DPRD, Marzuki, said the focus of the current Natuna fishermen's problem is related to the issuance of TDKP fishing routes for Pancing Tolda fishermen and the management of the large Pass.
"With this meeting, I hope that the delivery of fishermen with cool and cool heads and hearts will be because the DPRD will coordinate with local governments and related agencies regarding complaints or problems of fishing communities in Natuna, especially related to TDKP," he said.
Meanwhile, Acting Head of the UPT Branch of the Natuna Marine Fisheries Service, Riau Islands Province, Febriyadi, who was also present at the meeting, said that the KP Permen mentioned regulations related to restrictions on fishing zones for fishing fishermen in high sea waters.
"We will convey to the head of the branch related to TDKP and complaints from the Natuna fishing community so that there are no regulations regarding the fishing zone for fishing fishermen," he said.
Responding to this, the Head of the Capture Fisheries Management Division of the Natuna District Fisheries Service, Wan Mansur, said that the Minister of KP number 18 of 2021 is still waiting for an analysis regarding the fishing line.
"We are still waiting for an analysis of the regulation on the restriction of the arrest route. We from the District Fisheries Service may only be able to write for clarity regarding public complaints regarding the regulation," he said.
