BANJARMASIN - Head of the Provincial National Narcotics Agency (BNNP) of South Kalimantan, Brig. Gen. Jackson Arison Lapalonga, said that a member of the Tanah Laut DPRD (Tala) with the initials SYA, who was arrested during the shabu-shabu party, admitted to using drugs for almost two years.
"Of course, we have a rehabilitation program so that he is only obliged to report by following the outpatient program at the South Kalimantan BNNP. This decision is based on the results of a medical assessment of the person concerned," Jackson said in Banjarmasin as quoted by Antara, Wednesday, December 23.
Jackson explained that the representatives of the people were not prosecuted. The reason is that SYA is considered a victim of abuse and is not involved in a network of dealers.
South Kalimantan BNNP investigators are implementing Law Number 35 of 2009 concerning Narcotics Article 54 and Article 174 paragraph 1. Based on this article, rehabilitation can be carried out by government agencies or the community as regulated in a ministerial regulation. Rehabilitation is intended so that abuse categorized as addicts are free from dependence.
Jackson also emphasized that members of the Tanah Laut DPRD SYA along with three other people are indeed users of the type of methamphetamine narcotics. The urine test results are positive for narcotic substances.
Jackson refused to respond to statements by members of the council who claimed to have been framed. Jackson stated that all the complete evidence, such as the rest of the used methamphetamine and the suction device, including the positive drug urine test results.
"It's okay if people are caught talking inconsequently. People who use it are also inconsistent talking. So we can't possibly do things beyond what we do," he concluded.
SYA was secured with three colleagues in a house in the area of Jalan Karang Anyar 2, North Loktabat, Banjarbaru Utara District, Banjarbaru City.
The officers found that the DPRD member from the PDI Perjuangan was having a drug party and was immediately brought to the South Kalimantan BNNP office for examination.
After the assessment was carried out, the four of them were only victims of abusers until South Kalimantan BNNP investigators decided to carry out rehabilitation.
