The Jakarta Wastewater Management System Development Project Starting This December

The Directorate General of Human Settlements of the Ministry of Public Works and Public Housing (PUPR) together with the Japan International Cooperation Agency (JICA) has started the construction of a Domestic Wastewater Management System (SPALD) or the Jakarta Sewerage Development Project (JSDP) to improve access and quality of proper sanitation services in DKI Jakarta.

The start of the construction was marked by the signing of Package 1 Wastewater Treatment Plant (WWTP) or Wastewater Treatment Installation (IPAL) between PPK Drinking Water and Sanitation of Regional Settlement Infrastructure (BPPW) Jakarta Metropolitan with selected service providers, namely Obayashi Wijaya Karya Jaya Construction JFE Engineering Joint Venture, on Thursday, December 22.

"To the DKI Provincial Government, this system was built to support DKI, therefore we hope for good cooperation," said PUPR Minister Basuki Hadimuljono in a written statement, Friday, December 23.

"Then, the IPAL work period for 78 months is too long, I ask for acceleration," he added.

Meanwhile, the Director General of Human Settlements of the Ministry of PUPR, Diana Kusumastuti, said that as a follow-up to the 2012 DKI Jakarta wastewater management master plan, 15 development area zones have been set, the first priority of which the Ministry of PUPR is Zone one and Zone six, which covers the areas of Central Jakarta, West Jakarta, and North Jakarta.

"The scope of work is in the form of IPAL construction and a wastewater pipeline network, consisting of four construction packages and a consulting service package, including package one signed today, financed loan, and two construction packages financed by the DKI Jakarta Regional Budget," said Diana.

The package one contract, which was signed on Thursday, December 22, has a total contract value of IDR 3.3 trillion and a work implementation period of 78 months.

"According to the direction of the Minister, we will take accelerated steps to complete it faster than the 2027 target. This activity targets the provision of centralized wastewater services of up to 15 percent of the DKI Jakarta population," he said.

For Zone six (Phase 1) IPALD will be built in the Duri Kosambi area covering an area of 7.13 hectares with an IPAL capacity of 47,500m3/day.

The six-zone JSDP (Fase 1) is targeted to serve four administrative cities, namely Central Jakarta, West Jakarta, North Jakarta and South Jakarta, consisting of 12 sub-districts with a total population of 180,800 people or 36,000 SR served.

"The construction of Zone six begins in 2024 and will be completed in 2027," Diana concluded.
