The National Police Suggested To Apply The Law On Quarantine And The Incitement Behind The 1812 Action
JAKARTA - Police observer from the Institute for Security and Strategic Studies, Bambang Rukminto, suggested that the police apply Law No. 6/2018 on Health Quarantine for those involved in the 1812 action. The coordinators of the 1812 action were said to be charged with heavier sanctions.
"The law on quarantine could be implemented. Of course, there will be a coordinator and activist. They should be subject to stricter sanctions," Bambang told VOI, Friday, December 18.
Bambang also touched on the question of unscrupulous protesters who carried out anarchistic actions. They are said to be immediately subject to criminal sanctions.
In connection with the 1812 action, two Polri members were injured. Both of them were said to have had stab wounds due to attacks from the masses.
"Anarchism and violence against the apparatus are more accurately called against the state, not insubordination," he said.
Meanwhile, criminologist from the University of Indonesia (UI) Ferdinand Andi Lolo said that action coordinators could be subject to the incitement article. The reason is they are the ones who invite and coordinate the action.
"It is possible for the activator to be subject to Article 160 of the Criminal Code for fighting against the officials who enforce the rules," he said.
Meanwhile, other parties or those involved can be charged under Article 93 of Law No. 06/2018 on Health Quarantine. So, with this firm action it will be a reflection so that there will be no similar action in the mass of the COVID-19 pandemic.
"Penalties, penalties, administration must be carried out. But the apparatus must be consistent. All violators, whether individuals or mass groups, must be dealt with firmly," he said.
