Member of Commission II of the Indonesian House of Representatives Guspardi Gaus admitted that he had received many complaints from honorary or non-state civil apparatus (ASN) regarding allegations of discrimination in the regional data collection process."Don't seem to have something like and disliked by relevant agencies in carrying out a circular letter from the Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB) Number B/1511/M SM.01.00/2022 dated July 22, 2022 regarding Data Collection on Non-ASN Personnel within Government Agencies," said Guspardi in his statement in Jakarta, Antara, Thursday, November 24.In fact, according to him, the circular was only a data collection on non-ASN who met the criteria, not intended to make them ASN. Guspardi revealed that he already holds the aspiration data of three regencies/cities experiencing problems in collecting data on non-ASN employees.The data has been submitted to the Minister of State Apparatus Empowerment- Bureaucratic Reform (MenPAN-RB) Azwar Anas at the DPR Commission II Working Meeting in Jakarta, last Monday for follow-up."In a district, non-ASN in the field of education who have been working for a long time, their data is not updated by the Regional Personnel Agency (BKD), they don't know what the reason is," he said.In addition, according to him, there was a case of honorary staff in the K2 category, namely the person concerned had been working for a long time, but was instead dismissed while in office.He admitted that he was concerned about similar cases that occurred in several regions, so KemenPAN-RB had to participate in ensuring the data collection process so that it ran fairly and in accordance with the specified criteria."KemenPAN-RB is expected to have careful planning regarding the fate of non-ASN employees in the future which is more comprehensive. If all appointments are made, it will certainly be very difficult because it requires a very large state budget," he said.He also hopes that MenPAN-RB will have an obsession in making arrangements by making a more comprehensive design. Guspardi assessed what steps should be taken regarding non-ASN in the future, there must be firm policies from the government.
