Jokowi Concerning The Shooting Of 6 FPI Soldiers Is Judged Normative

JAKARTA - President Joko Widodo (Jokowi) finally spoke about the shooting of six Islamic Defenders Front (FPI) troops who died after the shooting incident on the Jakarta-Cikampek Toll Road on Monday, December 7.

After almost a week without commenting, President Jokowi finally raised his voice regarding the incident which resulted in the death of a number of civilians, including six FPI troops. According to him, Indonesia is a rule of law, so the president emphasized that it is the duty of law enforcement officials to enforce the law fairly.

"I emphasize that Indonesia is a state of law. The law must be obeyed and enforced to protect the interests of the people, protect the interests of the nation and the state. It is the duty of law enforcement officers to enforce the law firmly and fairly. Legal officials are protected by law in carrying out their duties," he said. Jokowi in his statement quoted on Sunday, December 13.

He also said that the community should not be arbitrary and commit illegal acts that harm their surroundings, even endanger the nation and state.

In addition, Jokowi emphasized that law enforcement officers should not be afraid and back down the slightest in carrying out their duties even though in practice they must follow the rule of law, protect human rights, and use their powers in a fair and measured manner. Even if there is, such as in the case of the FPI shooting, the community is asked to follow the ongoing legal procedures.

"If there is a difference of opinion regarding the law enforcement process, I ask to use a legal mechanism. Follow legal procedures, follow the process and respect the court's decision," he said.

"If necessary it requires involvement of independent institutions, we have Komnas HAM where the public can submit complaints," Jokowi added.

Executive Director of the Setara Institute, Ismail Hasani, assessed that the statement made by President Jokowi was a form of normative statement that saw law enforcement officers as obliged to enforce the law firmly and fairly.

But on the other hand, this statement also seems to provide support to law enforcers, in this case the police, regarding the shooting incident of six FPI troops some time ago.

"Because the deaths of these six people became a controversy, even though Pak Jokowi's statement was normative, it gave the impression of strengthening the legal apparatus who had carried out the law enforcement process itself. This means that in the eyes of Pak Jokowi law enforcers have carried out their duties properly," said Ismail when contacted. VOI.

Even though there was an impression of support, he considered that what Jokowi said was not a form of intervention. This kind of response, continued Ismail, is only a form of responsibility that must be carried out because the president is the highest responsible person in the law enforcement process.

Moreover, at the end of his statement, Ismail also said that President Jokowi had invited those who were dissatisfied with the police's actions to report to the National Commission on Human Rights (Komnas HAM).

He also considered that Komnas HAM would be able to complete a series of investigations currently being carried out by the fact-finding team that had been formed. Ismail believes that this team will later report credible results such as investigating the facts in cases of other human rights violations that have occurred in various places, including in Papua.

Apart from that, he also admitted that he had encouraged Komnas HAM to continue to work well in an impartial manner. He conveyed this during a meeting with one of the commission's commissioners.

"I met with one of the commissioners of Komnas HAM and encouraged the Komnas HAM investigation to become an alternative report or shadow report from the report made by the Police. Komnas HAM's impartiality is the key in this matter," he said.

Commissioner of the National Human Rights Commission (Komnas HAM) Chairul Anam said that his party would take information from PT Jasa Marga and Polda Metro Jaya regarding the shooting incident. Apart from that, he also said that the series of events had gotten worse.

"The puzzle of the brightness of the incident, the more detail we get. Hopefully, the more we get, the faster it will become clear," he said in a written statement.

Meanwhile, another Komnas HAM commissioner, Beka Ulung Hapsara, through a thread on his Twitter account @bekahapsara, said that his party had indeed created a team to carry out monitoring and investigation.

This team, he continued, was not only made for the shooting of the FPI troops but for two other incidents, namely the shootings in Papua which killed Pastor Yeremia Zambani and the murder of four people in Sigi, Central Sulawesi which was carried out by the terrorist group Mujahidin Indonesia Timur (MIT).

"Everyone descends directly to the location or crime scene, meets the parties, the families of the victims and collects evidence," he said.

He said, of the two cases, namely the shooting of Pastor Jeremiah and the acts of terrorism against four people in Sigi, recommendations had been issued to be followed up.

"Meanwhile, for the death of six FPI members, there have not been any conclusions and recommendations because the Komnas monitoring and investigation team is still in the stage of gathering information and evidence," he concluded.
