Menpan-RB: Mangang ASN Papua Is Not Only A Theory But A Direct Practice
JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB) Azwar Anas hopes that the internship program for the Papua State Civil Apparatus (ASN) will provide opportunities for young ASN not only to learn theory as well as direct practices to ministries/agencies and local governments."They will have fast experience, meet LKPP (Service Procurement Policy Institute), how to procure goods and services, they get primary sources, immediately study to Bandung (to learn) digitalization, they learn to Banyuwangi (about) public services, to Malang and others, so they learn directly so that they are no longer theoretical but immediately see public services in the field," said Azwar Anas in a statement to reporters at the Vice President's Palace. Jakarta, Antara, Wednesday, November 16.Azwar Anas conveyed this after attending the "Presidential Lecture" by Vice President Ma'ruf Amin to 42 participants in the "Piloting of the Trade Program" for Papuan provincial ASN."The target is that once there is a DOB (New Autonomous Region) they can immediately 'in-charge' there," said Azwar.It is known that there are three DOBs in Papua, namely South Papua, Central Papua and Papua Mountains, each of which has an acting governor (Pj). However, Azwar did not explain where the young ASNs would be placed after participating in the internship program."There are Papua, West Papua and new autonomous areas, the targets are the same, the system is the same, this is in the context of acceleration, because if the process is normal, it cannot be bridged to the BPKP (Financial and Development Supervisory Agency), how the inspectorate works, how digitally serves the community, maybe they can directly ask for regional applications that they think are good, no need to make more so they just have to make ATMs, observe, imitate, modify," explained Azwar.Azwar said the main target of the internship program was so that young Papuan ASN could have a public service mindset."The target is of course the first service, because the important service capital from ASN is 'passion' to serve. Services in several regions can be used as an example, Malang, for example, then Banyuwangi, Bandung, Tangerang, and they have differentiation from one district to another," said Azwar.Azwar was also optimistic that even though the internship program only lasted 6 weeks, the participants could take good practices from internships to be implemented in Papua."It's not a matter of short time (short) but the system, they can see the practice, they are not empty having previous experiences, so it's just a matter of what the 'best practice' is," added Azwar.The internship program was designed by the State Administration Agency (LAN) as a follow-up to Presidential Instruction No. 9 of 2022 concerning the Acceleration of Welfare Development in Papua Province and West Papua Province.The ASN Papua internship took place from 7 November to 21 December 2022 and was attended by participants who were potential ASNs from 18 Regional Apparatus Organizations within Papua Province, with details of 33 indigenous Papuans (OAP) and 9 non-OAPs.The main competencies that want to be built in these activities are (1) regional development planning, (2) regional financial management, (3) procurement of government goods and services and (4) accountability and government internal control systems.After receiving the briefing at the LAN, the participants then conducted internships at a number of ministries and local governments, namely the Ministry of National Development Planning of the Republic of Indonesia/National Development Planning Agency (PPN/Bappenas), the Ministry of Finance, LKPP and BPKP, the provincial government of West Java, East Java, Central Java, DI Yogyakarta, Malang city, Tangerang city, Surabaya city and Banyuwangi district.
