Douran Mangkrak Terus, DPRD Ancam Tarik Budgan Modal Jakpro Bangun ITF Sunter

JAKARTA - Member of the DKI Jakarta DPRD Budget Agency, Gembong Warsono, highlighted the stalled construction of the Sunter Intermediate Treatment Facility (ITF) as a modern technology waste processing facility.

This was revealed by Gembong in the DKI DPRD Budget Agency which discussed the draft General Policy on the Budget for the Temporary Budget Priority Ceiling (KUA-PPAS) of the APBD for the 2023 fiscal year on Wednesday, November 2 yesterday.

Gembong admitted that he was surprised why the construction of the Sunter ITF by PT Jakarta Propertindo (Jakpro) BUMD has not yet been implemented. In fact, ITF Sunter has undergone a groundbreaking or laying of the first stone several years ago.

"The assignment given by the DKI Jakarta Provincial Government is related to ITF. Back and forth the groundbreaking, but has never been executed," said Gembong at the Grand Cempaka Resort, Bogor Regency, West Java.

Gembong said that his faction, PDIP, proposed that Banggar DPRD not grant the capital proposal for the construction of the Sunter ITF of around Rp500 billion in the preparation of the 2023 APBD if Jakpro was not serious in working on the project.

Even if granted, Gembong asked Jakpro to only build one intermediate waste processing facility (FPSA), namely ITF Sunter. As is known, Jakpro also plans to build ITF in the western service area.

"If the Budget Agency wants to approve for the construction of the ITF, the PDIP faction encourages focus on just one point, but it will be executed in 2023. If not, just delete everything (assuming ITF development to Jakpro)," said Gembong.

Moreover, Gembong views Jakpro as a BUMD that is working too much on the DKI Provincial Government project. It is also suspected that Gembong is one of the factors Jakpro is not serious about working on the Sunter ITF.

"There are too many assignments to Jakpro. Jakpro has done anything, as if Jakpro BUMD Palugada," he continued.

The idea of the Sunter ITF began in 2009 when Fauzi Bowo served as Governor of DKI. This plan was continued by Joko Widodo to Basuki Tjahaja Purnama, but there was no realization.

While in office, Anies Baswedan, who continued this project, had carried out the groundbreaking of the Sunter ITF since 2018. The laying of the first stone at that time turned out to be just ceremonial because construction was still stalled.

In its development, Sunter's ITF development planning finally collaborated with a power plant company from Finland, Fortum Power Heat and Oy as an investor. However, over time, Fortum left the Sunter ITF project because it was uncertain.

The DKI Provincial Government plans to borrow money from the state-owned company PT Sarana Multi Infrastruktur (SMI) for the sake of a project that has an investment value of around IDR 4 to 5 trillion. Unfortunately, the DKI Jakarta DPRD did not allow it, so Jakpro again looked for investors for the Sunter ITF.
