JAKARTA - The Ministry of Public Works and Public Housing (PUPR) is reviewing a gradual home ownership scheme (dailycasing ownership) so that low-income people or MBR can have a vertical residence as a private residence."This scheme is being discussed and we are also consulting with the Financial Services Authority (OJK), then banks are also looking at it from the legal aspect and everything," said Director General of Public Works and Housing Infrastructure Financing at the PUPR Ministry Herry Trisaputra Zuna, quoted from Antara, Tuesday, October 4.Herry hopes that the gradual housing ownership scheme can later be carried out using a sharia or conventional scheme.The Ministry of PUPR noted that the backlog for house ownership in 2021 was 12.7 million households. In addition, Indonesia also experiences the growth of 600,000 families every year.Thus, the program must be large and affordable and the community with the lowest income can be facilitated. Thus, it does not fully depend on government funds considering that government funds are limited."There is an idea what if the product is modified by a gradual home ownership scheme, so that the mortgage is not directly 100 percent but is divided into several parts," said Herry.For illustration, he continued, if the installment landed house is around Rp. 1.2 million with an interest rate of 5 percent, then for vertical houses the price can be doubled from landed houses, so that the installments that must be paid are larger and community groups can take less advantage of it because they have to pay higher.By being divided through a gradual home ownership scheme, the PUPR Ministry returned the installments again close to the initial condition even though the installmentd house was a vertical house.Previously, property observer Ali Tranghanda assessed that public transportation-based residential areas or Transit Oriented Development (TOD) were considered a solution for urban arrangements that increasingly had land limitations, such as in Jakarta. This is because TOD optimizes land functions that are increasingly limited and expensive, with a public transportation base in the area.In addition, TOD is relevant at this time because it makes the time and activities of people working in the city less wasted on roads due to traffic jams. Such TOD vertical losses will be worth taking into account for future investments.
