Anies Removes His Men As A Result Of The Rizieq Crowd, A Diversion Of Problems?
JAKARTA - DKI Jakarta Governor Anies Baswedan removed the Mayor of Central Jakarta Bayu Megantara and Head of the Environment Agency Andono Warih from their respective posts.
The head of the DKI Regional Civil Service Agency (BKD), Chaidir, said that this was because Bayu and Andono were proven to have violated the provisions of facilitating a crowd event held by Rizieq Shihab in Petamburan some time ago.
"This removal is based on the results of the DKI Jakarta Inspectorate audit, which assessed that the two of them had been negligent and neglected by not obeying the direction and instructions from the Governor," said Chaidir, Friday, November 28.
Initially, the DKI Inspectorate examined Bayu and Andono based on Anies' instructions. From the results of this examination, Anies had actually given directions to anticipate activities that could potentially create crowds at the Prophet's birthday and the wedding in Petamburan on November 14.
Chaidir said that all stated that they understood the governor's direction, but it was found that in the field the directive was not implemented properly.
"One of the 5 points of the directive includes the prohibition of lending provincial government facilities or facilitating citizen activities which are mass gathering," he said.
In the crowd activity in Petamburan, the ranks of sub-districts, sub-districts and the Environment Agency actually lent the provincial government facilities for mass gathering activities.
Chaidir explained, from the results of the examination it was found that there was negligence in carrying out the order.
"The problem is not just a matter of borrowing, but about five clear and firm written directions from superiors that have not been implemented properly. They acknowledge and are subject to sanctions in accordance with existing provisions," he said.
Considered a problem diversionA member of the Jakarta DPRD faction, Gilbert Simanjuntak, thought that the removal of DKI officials showed that Anies was diverting the problem from his own negligence.
"We see it only as a diversion of the problem. This removal shows that the governor is not involved, which is the fault of his subordinates. In fact, the real problem lies with the governor," Gilbert told VOI, Sunday, November 29.
According to Gilbert, the attitude of the Jakarta Provincial Government, such as the Environmental Service, which prepares portable toilets is definitely not their own will.
He continued, if Anies's men did not heed the direction of the DKI Governor, it means that the coordination of the ranks of the DKI Provincial Government was not good enough. The Ministry of Home Affairs was asked to intervene in this matter.
"Has there ever been coordination between the governor and others? I doubt that. In fact, portable toilets were provided. The Ministry of Home Affairs should have also stepped in to check whether it was the initiative of his subordinates or an order from Anies," he said.
Be removed first, then appointed TGUPP laterAlthough removed from the post of head of the regional work unit (SKPD), DKI Jakarta Governor Anies Baswedan appointed Bayu and Andono to become members of the DKI Jakarta Governor's Team for the Acceleration of Development (TGUPP).
"After they were removed, the two of them were immediately transferred as members of the Governor's Team for the Acceleration of Development until further assignments were made," said Chaidir, Head of the DKI Civil Service Agency.
Responding to this, the Chairman of Commission A for Government Affairs of the DKI DPRD, Mujiyono considered the position in TGUPP to be reasonable. Because, usually officials who are relieved will be placed in the ranks of TGUPP as a transit to look for unallocated civil servant positions.
"If there are non-jobs, that is the place (TGUPP members). Then, if there are vacant positions, they will be transferred to that place," explained Mujiyono.
