JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) will investigate efforts to smuggle 300 thousand lobster clear seeds (BBL) or fry from Indonesia to Singapore. The action was successfully thwarted because so far the neighboring country did not have a lobster cultivation program.
The Director General of Marine and Fishery Resources Supervision (PSDKP) KKP Rear Admiral TNI Adin Nurawaluddin explained that the country that has qualified technology to cultivate lobster is Vietnam, not Singapore.
"What I know is that Singapore does not cultivate, but Vietnam has the technology and carries out cultivation activities there," said Rear Admiral TNI Adin Nurawaluddin, Monday, August 29, quoted from Antara.
Admiral Adin also said that so far Vietnam is known as a lobster exporting country with the largest consumption in the world. However, as is known, Vietnam is cultivating lobster seeds with lobster seeds from Indonesia which have been exported illegally.
Therefore, said the Director General of PSDKP KKP, the Indonesian government has again banned the export of lobster seeds in 2021. Previously exports of fried shrimp were also prohibited in the era of KP Minister Susi Pudjiastuti, in 2016-2020 to be exact.
Through the Regulation of the Minister of Maritime Affairs and Fisheries (Permen KP) Number 17 of 2021 concerning Management of goods (Panululus spp.), crabs (Scylla spp.), and Rajungan (Portunus spp.) in the State Region of the Republic of Indonesia, three commodities, namely lobster, crabs and cadres are prohibited from being cultivated and distributed outside the territory of Indonesia.
The prohibition is carried out in line with the KKP's strategic program to increase the carrying capacity of the environment with environmentally friendly fish cultivation, both marine and coastal cultivation to increase export-value fishery production and domestic fulfillment.
Furthermore, Admiral Adin also said that his party would explore the acceptance of BBL in Singapore which looks like the arrival of an official ship.
He revealed that in an attempt to thwart the smuggling of BBL into Singapore through the waters of Batam, Riau Islands, on Sunday (29/8), the smuggling perpetrator used a fast boat (speedboat) and waited until 17.30 according to the schedule for the ship's reception in Singapore.
"Because of the information we received, it is as scheduled for the arrival of BBL perpetrators from Indonesia. This needs to be investigated, because I cannot assume that Singapore accepts legally from Indonesia," he said.
According to Laksda Adin, his party received information that the arrival of the speedboat of smugglers seemed to have been scheduled. However, due to monitoring from the KKP PSDKP, they waited until the afternoon so that conditions were dark and could not be detected easily.
Until finally the smuggler ship moved to Singapore but then turned around and there was a chase with the KKP's URC Blue Shark 02 fleet.
The chase ended when the speedboat ran aground on the coral on Sambu Island. Although the perpetrator managed to escape, the ship and lobster seeds to be smuggled were secured.
"Regarding whether official or not, this is clearly illegal for goods from Indonesia, entering Singapore. So under any pretext, this needs to be investigated," he said.
Referring to the Fisheries Law Article 88, everyone who intentionally includes, issues, procures, distributes, and/or maintains fish that harm the community, cultivates fish, fish resources, and/or the environment of fish resources into and/or outside the area of Indonesian fisheries management shall be punished with a maximum imprisonment of six years and a maximum fine of Rp. 1.5 billion.
