JAKARTA - Inspector General Fadil Imran has been appointed as Kapolda Metro Jaya replacing Inspector General Nana Sudjana. The rotation is based on the Head of Police's Telegram Letter Number: ST / 3222 / XI / KEP. / 2020 dated 16 November 2020.
The rotation of Inspector General Nana Sudjana's position is strongly suspected because it does not enforce health protocols in a number of activities carried out by Rizieq Shihab. Where Rizieq's activities made a lot of crowds amid the COVID-19 pandemic.
How did Fadil do? Before being appointed as Kapolda Metro Jaya, apparently Fadil Imran in 2017 served as the Director of the Special Criminal Investigation of Polda Metro Jaya.
At that time Fadil handled many major cases in the jurisdiction of Polda Metro Jaya. Even Fadil had investigated a number of cases that received public attention.
One of them was Fadil who had handled the alleged nasty chat between Rizieq Shihab and a woman named Firza Husaein. Under Fadil's leadership, both of them had the status of suspects. The suspect was named after the police conducted a case title.
Rizieq and Firza Husaein were accused of Article 27 paragraph 1 in conjunction with article 45 paragraph 1 of Law Number 19 of 2019 concerning Electronic Information and Transactions.
Entering 2018, the police issued an order to stop the investigation or SP3 for this case. This investigation was terminated based on a request from the suspect's attorney. Then, there has not been any nasty photo chat uploader that Rizieq and Virza allegedly did.
"There was an official request from the attorney for SP3, by letter. After that the case was filed. Then the case was stopped because according to the investigator of the case the uploader had not been found," said M Iqbal while serving as Karo Penmas, Public Relations Division of the Police Headquarters.
Apart from Inspector General Nana Sudjana, National Police Chief Idham Azis also removed Inspector General Rudy Sufahradi from his position as Head of West Java Police. Both were removed because they were suspected of being related to the Rizieq Shihab event. Where the event made a large crowd.
However, the Head of the Public Relations Division of the National Police, Inspector General Argo Yuwono, did not explicitly mention the dismissal of these two police chiefs.
Argo only said the change was a sanction for the two Heads of Police (Metro Jaya and West Java), for not enforcing the rules regarding the COVID-19 health protocol in their area.
"There are two police chiefs who do not carry out orders to enforce health protocols, so they will be given sanctions in the form of dismissal, namely the Head of the Metro Jaya Police. Then the second is the West Java Police Chief," Argo said at a press conference in Jakarta.
The position of Kapolda Metro Jaya will later be filled by the Head of East Java Police Inspector General Pol Fadil Imran. Meanwhile, the position of the West Java Police Chief will be filled by Assistant Logistics of the National Police Chief Inspector General of Police Ahmad Dofiri.
Just to note, Rizieq Shihab returned to Indonesia on Tuesday, November 10. Rizieq's arrival in Indonesia was picked up by a large number of people. Even the road to Soekarno Hatta Airport was paralyzed or experienced jams of up to 7 km.
