The Monas Revatalization Project Is Delayed Because The Winners Of The Design Competition Are Slow
JAKARTA - Head of the Human Settlements, Spatial Planning and Land Office Heru Hermawanto has avoided allegations of violations of the time to revitalize the south side of the National Monument (Monas).
Commission B of the DKI DPRD assesses that the southern revitalization work has been violated because it has exceeded the deadline for processing. This is because this project should have been done with a target of 50 working days, starting from 12 November. However, until now the project has not been completed. Moreover, this project uses the 2019 budget with a single year pattern, so it cannot be done in 2020.
"If the work is 50 days, it means the end of December. If December is not finished, it means that there is an extension of 50 days. That means, it is estimated that it will be completed at the end of February," Heru said at City Hall, Central Jakarta, Tuesday, January 21.
In addition, he said, the DKI Jakarta Provincial Government has imposed a fine on the project contractor, namely PT Bahana Prima Nusantara, for delays in the construction.
He added that this project was only carried out in mid-November. This is because the winner of the competition submitted detailed engineering design (DED) in September 2019. As a result, the contractor auction process for this project was delayed until November. In fact, the design of this project was completed in January 2019.
"It has been designed for a long time, only the winners of the new competition provide details on the design because it is not easy. Slowness is not ours," he said.
Yesterday, the members of Commission B DPRD DKI conducted an impromptu inspection to the location of the revitalization of Monas on the south side. Based on information from a work board at the location, the DPRD just found out that this work was a project for the 2019 fiscal year which began last November. In fact, according to them, the 2019 budget cannot be worked out in 2020.
"There is a limit of 50 days of work from November. If it is not finished, that means stopping. This project is not a multi-year project. Multi-years is like building a flat," said Secretary of Commission B DPRD DKI Pandapotan Sinaga.
Seeing the oddity of the Monas revitalization work, the DPRD will hold a commission meeting to follow up on the results of their inspection. For a while, the DPRD asked the revitalization project to be stopped.
"Look, this work is stopped first. No 2019 budget work will be done in 2020. I ask for this to be stopped," said Pandapotan.
The revitalization of the south side of Monas takes up an area of 34,841 square meters. A total of 190 trees were felled and moved to the west and east sides. The land will be earmarked as a green line.
In addition, Plaza Selatan Monas will be designated as an open space that accommodates government activities, both central and regional.
