Draft RKUHP Opened To The Public, DPR Is Considered Transparent

JAKARTA - Multimedia Nusantara University (UMN) Communication Faculty lecturer Silvanus Alvin appreciated the Indonesian House of Representatives who immediately opened the draft Criminal Code (RKUHP) after it was submitted by the Government in early July. According to him, this is a form of the board's commitment to transparency which has been the vision and mission of the Chairman of the DPR RI, Puan Maharani, since the beginning of his leadership.

"The steps taken by the DPR to move quickly to open access to the draft RKUHP should be appreciated, especially after so long the public has asked the Government to immediately open the draft RKUHP which will become a guideline for criminal law in Indonesia," said Alvin, Tuesday, July 26.

For information, the draft RKUHP can be accessed through the official website of the DPR RI or can be directly downloaded via the website address https:/dpr.go.id/uu/detail/id/371. According to Alvin, this access is a form of openness of the DPR to the public.

Moreover, said Alvin, the draft RKUHP has also been submitted to the mass media to a number of NGOs by the DPR which is intended so that the council can receive input from various elements of the nation before the draft RKUHP is discussed in future sessions. Alvin considered that the openness carried out by the DPR was inseparable from the role of Puan Maharani who always reminded each of her members to convey the work of the Council to the public. Even Puan herself initiated the National Action Plan (RAN) on parliamentary openness by prioritizing the application of the principles of openness and transparency within the council. “I have the view that Ibu Puan is a leader who keeps her promises. When she was first sworn in as the first female DPR Chair in Indonesia, one of her promises was to maintain people's trust and produce the best policies for the people. The promise is presented in the form of transparency of the RKUHP draft that is being discussed,” said Alvin. On the DPR RI website, he added, the public can even follow the 'Record Track' feature to monitor the progress of the RKUHP discussion. The DPR website also has a feature for the public to provide input, so that public aspirations can also be bridged through the 'Feedback' feature.

“I also believe that the digitalization of the DPR cannot be separated from the role of Mrs. Puan who is trying to make the DPR better with the spirit of mutual cooperation. Puan's commitment to openness is in line with the current digital era, where everything is open to the public," said Alvin. "I and the newly inaugurated representatives of the DPR have a shared commitment that during our leadership, we will invigorate the spirit of mutual cooperation, make the DPR into a modern, open and aspirational parliament and strive to make the DPR the real home of the people," said Puan after the inauguration 3 years ago. The PDIP politician also emphasized that in carrying out its duties, the DPR needs support from the community and will not be anti-criticism. "We will always be open to any aspirations and input we receive from the community," he said.
