Mr. Anies, It Turns Out That Citayam Fasion Week Has Violated The LLAJ Law
JAKARTA - The Citayam Fashion Week activity which is now loved by "SCBD" teenagers (Sudirman, Citayam, Bojonggede, Depok), at first glance is indeed entertaining. In fact, this activity was supported by the Governor of DKI Jakarta Anies Baswedan.
However, it turns out that the event to show off style at the zebra cross in the Dukuh Atas area, Central Jakarta is called a violation of the rules, namely Article 131 and Article 132 of Law No. 22 of 2009 concerning Road Traffic and Transportation (UU LLAJ).
"The implementation of Citayam Fashion Week that uses a road crossing or zebra cross violates Law No. 22 of 2009. The zebra crossing facility is a traffic means for crossings that are used for pedestrians," said Jakarta Watch Chairman Andy William Sinaga in a statement, Monday. , July 25.
In Article 131, it is stated that pedestrians have the right to the availability of supporting facilities in the form of sidewalks, crossings, and other facilities. The article also mandates that pedestrians have the right to have priority when crossing the road at the crossing.
Then, Article 132 states that pedestrians are obliged to use the part of the road designated for pedestrians or the most edged road. Also, pedestrians must cross at the designated place.
Andy revealed that the implementation of Citayam Fashion Week which is indicated to violate the LLAJ Law because it interferes with pedestrian facilities can be subject to criminal sanctions, as regulated in Articles 274 and 275 with a penalty of 1 to 2 years in prison and a maximum fine of Rp. 24 million to Rp. 50 million.
Therefore, Andy asked Anies to ban Citayam Fashion Week activities and provide another place as a means of holding the "SCBD" youth event.
"Pak Anies must understand the law. If you want, the implementation of the Citayam Fashion Week can be facilitated by a youth arena or sport owned by the DKI Jakarta Provincial Government," he explained.
Previously, the Governor of DKI Jakarta, Anies Baswedan, emphasized that the Citayam Fashion Show, which is often held in the afternoon and into the evening, at the zebra cross in the Dukuh Atas area, Sudirman, Central Jakarta, is not prohibited.
This contradicts the statement from the Central Jakarta City Government which stated that the "SCBD" youth catwalk (Sudirman, Citayam, Bojonggede, Depok) in the crossing area was prohibited.
"There is a decree, no? As long as there is no letter, then there is no ban," said Anies at DKI Jakarta City Hall, Friday, July 22.
Anies reiterated that there is no official regulation that prohibits activities such as fashion shows at the zebra cross.
"If there is a decree, it means it is a stipulation. If there is no decree, then it is not a provision. The country is regulated through regulations. As long as there are no regulations, there are no prohibitions," he said.
