JAKARTA - The death of members of the Police due to being shot by their own colleagues is still happening. At least in the last four years, three events occurred. Finally, there was a shootout between the two State Bhayangkaras who were subordinate to the Head of the National Police's Profession and Security Division (Kadiv Propam), Inspector General Ferdy Sambo. This seems to be a disease that is eating away at the image of the Police as the Main Servant for the Nusa Nation.
Is it because the rules for the use of firearms are relatively lax? As stated by a police observer from the Institute for Security and Strategic Studies, Bambang Rukmino. Based on Perpol Number 1 of 2022, Chapter II concerning Licensing of Organic Firearms of the National Police Article 3 states that granting permits can be delegated to officials appointed based on the decision of the National Police Chief.
The permit referred to is further elaborated in article 8, which must have a recommendation letter from the immediate supervisor, have a certificate of passing the Polri psychological test, and have a health certificate from the Polri doctor.
“That means, everyone can use firearms as long as they get a recommendation from their direct superior. Automatically, if there is an error in the use of firearms, the supervisor who gave the permit must also be held responsible," he said when contacted, Tuesday (12/7).
Then from the psychological side, the owner, holder, or user of a firearm must be someone who can control his emotions. The rules are also clear in the Perpol.
"However, if we talk about psychology, there are many factors that influence it. It could be mental pressure, negative environmental effects, etc. The problem that often occurs is because of arrogance," continued Bambang.

Buton, Southeast Sulawesi in 2018: Police Chief Accidentally Shoots His MenThe victim was Brigadier Sanusi, a member of the Sampuabalo Police, Siotapina District, Buton Regency, Southeast Sulawesi. The perpetrator was the Siotapina Police Chief at that time, Iptu Suwoto.
The Head of Public Relations of the Southeast Sulawesi Regional Police at that time, AKBP Harry Goldenhart, explained that the two of them, Tuesday (31/7/2018) were making efforts to break up the student brawl. Seeing dozens of students equip themselves with sharp weapons, Suwoto then gave a warning shot.
Unfortunately, the bullet that was fired hit Sanusi, pierced the back of the head. The victim was immediately rushed to the puskesmas and died when he was given first aid at the Siotapina Health Center.
“This was an accident, unintentional. However, the person concerned (Suwoto) still has to undergo a Propam examination," he said as quoted by Jawapos.

At that time, Thursday (25/7), Bripka Rahmat arrested one brawler with the initials FZ along with evidence in the form of sickles. He secured FZ to the Cimanggis Police.
Not long after, FZ's parents came with Brigadier Rangga and asked that FZ be released to be fostered by the family. However, the victim replies in a loud tone if the process is running. FZ could not just be released because he was caught carrying a sharp weapon.
Then the conversation heated up and finally culminated. Rahmat insisted that FZ must be processed first.

Bripka Rahmat died at the scene with gunshot wounds to the chest, neck, thighs and stomach. After the examination, it was discovered that Brigadier Rangga was FZ's uncle.

Meanwhile, Bharada RE, a member of Brimob assigned to guard the Propam Headquarters.
The incident began when Brigadier J sneaked into the room of Inspector General Ferdy Sambo's wife, Putri Candrawathi or familiarly as Putri Ferdy Sambo. The princess was sleeping at the time, resting to unwind after coming home from out of town. Seeing Putri sleeping, Brigadier J then abused.
Putri was surprised and immediately realized while reprimanding. Brigadier J threatened back, "Shut up!" while pointing a gun at Putri's head.
Putri immediately shouted for help to other personnel who were at home. Brigadier J panicked, especially at the same time he heard the sound of footsteps coming down the stairs from the second floor. Before the person entered, Brigadier J immediately left.
Opening the door, he saw Bharada RE and Brother M. Both of them were still halfway up the stairs in the shape of a letter L. Bharada RE asked what was wrong. However, Brigadier J replied with a shot at them.
The bullet just hit the wall. Bharada RE, who was also holding a firearm, shot back, resulting in an exchange of gunfire. Brigadier J eventually died from gunshot wounds. Meanwhile, Bharada RE, who is a vertical rescue trainer and number one shooter in the Pioneer Regiment, survived without serious injuries.
This series was explained by the Head of the South Jakarta Metro Police, Kombes Budhi Herdi Susianto during a press conference at the South Jakarta Metro Police Headquarters, Tuesday (12/7).

At the time of the incident, Inspector General Ferdy Sambo was not at home, carrying out a PCR test after returning from out of town with his son.

Regarding the recent incident in Duren Tiga, the NGO Indonesia Police Watch (IPW) through its chairman, Sugeng Teguh Santoso, asked Inspector General Ferdy Sambo to be deactivated.
“Inspector General Sambo must be deactivated because he cannot train his subordinates. Moreover, he was a high-ranking officer who should be a role model for his subordinates. Is this a violation or not? This is related to discipline," said Sugeng to VOI, Wednesday, July 13.
“If the National Police does not take quick steps, there may be distortions in the investigation and investigation because Propam is part of the National Police institution that will also be involved in the process.
