Land Acquisition Of JLLB And JLLT Surabaya Has Not Been In Arrears Of Payment Of IDR 400 Billion
SURABAYA - The Surabaya City Water Resources and Highways Service said that the land acquisition for the construction of the West Outer Ring Road (JLLB) and the East Outer Ring Road (JLLT) in the City of Heroes, East Java, had not been paid for Rp400 billion.
Head of the Surabaya City Water Resources and Highways Agency (SDABM), Lilik Arijanto, said that the impact of budget refocusing during the COVID-19 pandemic during 2020 and 2021, his party still has debts or arrears that must be paid for land acquisition for JLLT and JLLB of IDR 400 billion.
"There are still many parcels for the release of JLLT and JLLB that have not been paid. Usually the budget for the release of Rp. 400 billion annually, during refocusing is only Rp. 200 billion," he said as reported by ANTARA, Thursday, June 30.
According to him, the plan is that the Rp400 billion debt will be paid next year. "But if the PAK (change in the financial budget) this year has money, yes, it will be paid immediately," said Lilik.
When asked about the land parcel owners who have not been paid, Lilik explained, the land parcel owners continue to charge them because the penlok has already been issued. It's just that, he continued, if you want to sell it to someone else, you can't.
"If the appraisal is in accordance with the regional government, the process is only to pay and they have to wait," he said.
Lilik said that the land acquisition that had not been paid for was in JLLB and most of it was in JLLT.
Lilik explained that the land acquisition for JLLB until Sememi has been completed, while for Sememi to the South it has not been completed. For Sememi to the South, most of them have been released.
Meanwhile, land acquisition in JLLT is currently only a small amount because on average it has been consigned and has been entrusted to the court.
"So those who still refuse, after the consignment must be willing because so far they have often been sued and in the PTUN the city government still wins. This is because public roads are not private, and are in accordance with the law," he said.
