In The Aftermath Of The Corruption Case At Garuda Indonesia, Academics Ask Erick Thohir To Create Layered Supervision In BUMN
JAKARTA - Academician from the Faculty of Business Economics (FEB) University of Indonesia (UI) Toto Pranoto said layers of supervision were needed when investing or running a business in state-owned companies to prevent corrupt practices.
"We need supervision from the board of commissioners who see whether a business development proposal submitted by a management can be carried out or not," he said in a written statement received in Jakarta, Antara, Wednesday, June 29.
This was conveyed in response to the legal steps taken by the SOE Minister Erick Thohir and the Attorney General's Office in investigating and eradicating corrupt practices in one of the state-owned companies.
According to Toto, the supervision of SOEs should be tiered, starting from the commissioner level, the Ministry of SOEs and the Supreme Audit Agency (BPK). If it has been implemented but there are still some who pass, it is possible that there is a monitoring system that needs to be improved.
"Therefore, the prosecution in the Garuda corruption case, in my opinion, is a positive step to ensure that the existing supervisory system needs to be improved or not," said Toto.
On the one hand, he considers the supervision system in state-owned companies to be adequate. It's just that at this time the problem is the competence of the BUMN supervisory personnel. Including his authority is sufficient or not.
He is of the view that if the board of commissioners who are mandated to supervise have sufficient competence and authority, then the supervision in BUMN companies should also be good.
"Perhaps what is needed now is strengthening the board of commissioners," he said.
So, when they find a case that is detrimental to SOEs, the commissioner can act immediately or report it directly to the Ministry of SOEs. In fact, if necessary, the commissioners can hold an extraordinary general meeting of shareholders (EGMS) to assess the performance of management.
As an academic who pays attention to the performance of SOEs, he assesses that the supervision and transformation that has taken place in the state-owned company has made rapid progress. During the time of the Minister of SOEs, Tanri Abeng, he built the foundation so that state-owned companies were well managed and more modern.

Meanwhile, during the time of Minister Erick Thohir, apart from continuing the existing program and strengthening the previous big plan, Erick is currently making other touches so that state-owned companies can be managed properly and generate optimal profits.
