Based On The Slice Of Authority To Handle Reports Of Alleged Violations Of ASN, KASN And Ombudsman Sign Memorandum Of Understanding

JAKARTA - The Indonesian Ombudsman and the State Civil Apparatus Commission (KASN) are collaborating in improving the supervision of the implementation of public services as well as the management of ASN based on a merit system.

The cooperation was marked by the signing of a memorandum of understanding which was carried out directly by the Chairman of the Indonesian Ombudsman, Mokhammad Najih and the Chairman of KASN Agus Pramusinto at the Ombudsman Office, Jakarta, Tuesday, May 31.

"Hopefully the memorandum of understanding will further strengthen cooperation and improve the quality of public service delivery, especially within the state civil apparatus (ASN)," said Najih, quoted from Antara, Tuesday, May 31.

Furthermore, Agus Pramusinto explained that the signing of this memorandum of understanding was important to improve the quality of ASN in serving the public.

As regulated in the ASN Law Number 5 of 2014, he said, every ASN employee functions to carry out public services and is tasked with providing professional and quality public services.

"In order to oversee the implementation of the functions and duties of ASN in the intended public service, cooperation or synergy between KASN and the Ombudsman is very necessary," said Agus.

In addition, he also said that the signing of this memorandum of understanding was motivated by the existence of a slice of duty and authority between KASN and the Ombudsman in handling reports of alleged violations by ASN.

These reports include reports regarding alleged violations in filling high leadership positions (JPT) and the appointment, transfer, or dismissal of ASN that is not in accordance with procedures.

Next, there are also reports of alleged violations of basic values, code of ethics, and ASN code of conduct, such as illegal levies and gratuities.

Furthermore, the scope of the memorandum of understanding includes the prevention of violations of laws and regulations related to ASN management and maladministration as well as accelerating the settlement of reports or public complaints regarding the neutrality and professionalism of ASN.

Then, the collaboration between the Ombudsman and KASN also includes the exchange of information or data, increasing organizational capacity and human resources, studies and research, and even other agreed activities.

On the same occasion, the Chairperson of the Election Supervisory Body (Bawaslu) Rahmat Bagja was also present as a witness in the signing of the memorandum of understanding.

He said the cooperation between the Ombudsman and KASN is expected to also increase supervision of the neutrality of ASN in the 2024 Simultaneous General Election and Regional Head Elections.
