Limitations Of The Authority Of The Newly Inaugurated Governor Of Home Affairs Tito, One Of Them Is Prohibited Transfer Of Employees

JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has inaugurated five acting governors, one of which was Akmal Malik, who previously served as Director General of Regional Autonomy (Otda) of the Ministry of Home Affairs (Kemendagri).

In carrying out his duties, the acting governor has four limitations that must be adhered to. One of them is prohibited from doing mutations.

"For those who are appointed there are limitations on the authority they have. There are four restrictions on authority. First, it is forbidden to transfer employees, the acting governor cannot transfer employees," said Head of the Information Center (Kapuspen) of the Ministry of Home Affairs, Benny Irwan at the Ministry of Home Affairs Building, Jalan Medan Merdeka Utara , Central Jakarta, Thursday, May 12.

The second limitation is that officials are prohibited from canceling previously issued permits.

Furthermore, Benny said the acting governors were prohibited from making policies on regional expansion that were contrary to the policies of previous officials.

"It is forbidden to make policies that are contrary to the government and the previous official's development program," he stressed.

Benny said these officials must ensure the continuity of the existing wheels of government. However, they can consult with the Ministry of Home Affairs if there are rules to be taken.

Moreover, the development of the atmosphere in each region can run dynamically. "Say if you want to make a mutation, you can consult with the Ministry of Home Affairs," said Benny.

"And if the regional head has obtained written approval from the Minister of Home Affairs, it can only be done. This is the same for the other four things," he added.

As previously reported, there are 272 regional heads in Indonesia whose terms of office will expire in the near future. Later, they will be replaced by officials until the Regional Head Election (Pilkada) which will be held in 2024.

Meanwhile, today, May 12, the Minister of Home Affairs, Tito Karnavian, has appointed the Acting Governor in his office. Those appointed are:

1. Banten Regional Secretary Al Muktabar who became the Acting Governor of Banten

2. Director General of Regional Autonomy (Otda) of the Ministry of Home Affairs (Kemendagri) Akmal Malik who became Acting Governor of West Sulawesi

3. Director General of Mineral and Coal of the Ministry of Energy and Mineral Resources Ridwan Djamaluddin who became Acting Governor of the Bangka Belitung Islands

4. Expert Staff for Sportivity Culture of the Ministry of Youth and Sports Hamka Hendra Noer who will be inaugurated as Acting Governor of Gorontalo

5. Komjen (Ret.) Paulus Waterpauw who now serves as Deputy for Management of Potential Border Areas at the BNPP Ministry of Home Affairs as Acting Governor of West Papua.
