Anies Loosen Emergency Brake, PSBB Transition Applied From October 12

JAKARTA - DKI Jakarta Governor Anies Baswedan decided to loosen the emergency brake for COVID-19. That way, Jakarta's status will return to large-scale social restrictions (PSBB) in transition from 12 to 25 October 2020.

Anies argued that the PSBB was loosened up again because based on the results of monitoring and evaluation of the DKI Jakarta Province COVID-19 Handling Acceleration Task Force, it appears that there has been a slowdown in the increase in positive cases and active cases although there is still an increase in transmission.

"What happened during this one month was the policy on emergency brake (emergency brake) because there was an unexpected increase in cases uncontrollably. After stabilizing, we began to reduce the brake slowly, gradually," he said, in a written statement received by VOI. , Sunday, October 11th.

Furthermore, Anies said, this decision was based on several indicators, namely daily case reports, daily death cases, active case trends, and the level of filling of COVID-19 Referral Hospitals.

"We need to emphasize that discipline must remain high so that the chain of transmission remains under control and we do not have to carry out an emergency brake again," he said.

Anies explained, the graphic of the addition of positive cases and daily active cases has been flat (stable) since the strict PSBB was implemented, namely September 13, 2020. Then, there was an initial sign of a decrease in daily positive cases in the last 7 days. The decrease in daily cases increase since PSBB tightening is shown in the graph of cases onset and also in the Rt value or virus reproduction.

Based on data compiled by FKM UI, the Rt value for Jakarta was 1.14 at the beginning of September and currently it has decreased to 1.07. This means that currently 100 people have the potential to transmit the virus to 107 other people. The government, private parties and the community must strive to reduce the number of households together so that the chain of transmission of the epidemic is cut by remaining disciplined in implementing health protocols in the Transitional Period of PSBB.

In the period from 26 September to 9 October 2020, there was a decline again from the condition in the previous 14 days, where the number of positive cases increased by 22 percent or 15,437 cases, compared to the previous increase of 31 percent or 16,606 cases.

Meanwhile, active cases increased by only 3.81 percent or as much as 492 cases, compared to the previous increase of 9.08 percent or 1,074 cases. From late September to early October the number of daily active cases began to consistently level out, indicating a slowdown in transmission.

Meanwhile, the number of cases died in the last 7 days was 187 people, while the previous week there were 295 people. The results of the observation of the last 2 weeks of a decrease in cases of death in confirmed cases of COVID-19. This decline has been seen from September 24, 2020 to the present.

Anies said the death rate or CFR Jakarta also continued to decline to the current level of 2.2 percent. The death rate has also decreased, the prediction without strict PSBB is that daily deaths of positive cases in Jakarta currently reach 28 per day, currently the rate is 18 per day. However, mortality must be seen from the absolute number and pressed as low as possible to the number 0.

Population movement since the strict PSBB has decreased significantly in recreation areas, parks and housing. Meanwhile, markets, offices and factories, as well as public transportation had decreased, but increased again in the last 1 week.

In addition, said Anies, there has been a decrease in the proportion of case findings in office clusters during the last 1 week. However, there was an increase in case finding in the family / settlement cluster. Compliance with health protocols in the home environment and strengthening of RT / RW / cadres are required.

Meanwhile, the number of health facilities has also continued to be increased, from the current 67 referral hospitals to 98 referral hospitals, equipped with 5,719 isolation beds and 766 ICU beds. The use of COVID-19 isolation beds on October 10 was 66 percent and COVID-19 ICU beds by 67 percent.

Anies said the DKI Jakarta Provincial Government will continue to increase 3 T in anticipation of a potential increase in positive cases of COVID-19. Meanwhile, based on the indicators set by the Central Level COVID-19 Handling Task Force, currently Jakarta is also at a moderate risk level compared to September 13.

"The DKI Jakarta Provincial Government has decided to reduce the emergency brake policy gradually and enter the Transitional PSBB with new provisions for the next two weeks, starting from 12 to 25 October 2020," he said.

Previously, Jakarta re-implemented the strict PSBB volume II starting September 14, 2020. The PSBB in the capital was extended on September 28 and ended on Sunday, October 11. However, despite re-implementing the strict PSBB volume II, the number of positive cases of COVID-19 in Jakarta has not shown a downward trend.

Based on data from the DKI Provincial Government, from September 14 to October 10, the number of positive cases in Jakarta has increased by 29,691 cases. In total, the number of positive cases in Jakarta from the start of the pandemic to Saturday, October 10 reached 85,617.

Of these, 70,487 people were declared cured, and 1,877 people died. For active cases in Jakarta, currently there are 13,253 cases. They are still undergoing independent care and isolation.
