Minister Of ATR: Land Bank Allows States To Provide Land For Urban People's Houses

JAKARTA - The Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency (ATR / BPN) Sofyan Djalil spoke about the growing polemic regarding land banks listed in the Omnibus Law on Job Creation, Articles 125-135. According to him, people have been confused with the term land bank even though this has become a standard term in the fields of plantation, agriculture and property.

This was conveyed by Sofyan in a press conference with a number of ministers in the Advanced Indonesia Cabinet such as Coordinating Minister for the Economy Airlangga Hartarto, Minister of Finance Sri Mulyani, Minister of Law and Human Rights Yasonna Laoly, and a number of other ministers to straighten out the Omnibus Law on Job Creation which was just tapped on Monday. , 5 October.

"This is a lot of people who confuse even though people engaged in plantations, agriculture and land bank property are standard terms and apply internationally," Sofyan said in a press conference broadcast on the YouTube account of the Coordinating Ministry for the Economy, Wednesday, October 7.

Land bank, he continued, actually has a function like a bank in general. The difference is, this bank is not collecting money but collecting land that could have come from abandoned user rights. Furthermore, these lands can be given to the community at low prices and even for free.

"The law requires at least 30 percent of every land parcel owned by a land bank for agrarian reform. At the very least. But in practice, if agricultural lands, HGU lands are abandoned, HGUs that are not extended are not extended, we will redistribute it to the community. , "he said.

So it is hoped that after this has been implemented, the community can still live in the city center. Because, at this time Sofyan saw the phenomenon of getting poorer a person, he would live far from urban areas because there were no government land assets that could be utilized.

"So the land bank is intended so that the state owns land that can be used with the authority mechanism owned by the ATR Ministry. So that people who are less fortunate can live in the city center while those who are able to commute. Live outside the city. So that they will not be sprawling," he said .

In addition, the land in the bank can later be used to make a garden. Because, so far, cities in Indonesia are poor with parks because they do not have land for gardening.

All of Sofyan's explanations were also given to answer the understanding of a number of parties who said that the Indonesian government had revived Dutch law or the Varklaring Domain which stated that no-man's land belonged to the state.

"The Varklaring domain is not a land bank for structuring," he said.

Later, after this land bank is formed, the ATR Ministry will form a committee consisting of three ministers. In addition, to maintain their performance, the three ministers will be supervised by a supervisory board.

"It is not permissible for the minister to regulate himself. Later there will be a committee to determine the policy. Then the supervisory board, in this case we make a supervisor consisting of components appointed by the government and professionals," he concluded.
