Bribery Case Trial, Witness Reveals Fee Distribution For Langkat Regent Publishes Warring Angin Plan From Contractor

JAKARTA - Head of Highways Division of the Public Works and Spatial Planning (PUPR) Langkat Regency, North Sumatra, Deni Turio explained the distribution of "fees" in the case of alleged bribery to the Regent of Langkat, issued a Warring Angin Plan from the contractor.

"For the direct appointment the fee is 16.5 percent and the tender fee is 15 percent," Deni Turio at the Jakarta Corruption Court (Tipikor) was quoted as saying by Antara, Monday, April 18.

Deni was a witness for the Director of CV Nizhami Muara Warin Angin who was accused of bribing the Regent of the Step to Publish the Warin Angin Plan amounting to Rp.572 million in working on a work package at the Public Works and Spatial Planning Service (PUPR) and the Langkat District Education Office in 2021.

"Payment 'fee' at the end, after the work is completed. I know this from one of the partners, his name is Mr. Citra," said Deni.

Deni himself has known Muara Parangin Angin since 2017.

"Usually the one who takes the 'fee' is Marcos, if partners don't pay the 'fee', they usually don't get another job," added Deni.

Deni himself said that Muara got 7 jobs from the 2021 Revised Regional Budget.

Marcos in question is one of the confidants of Iskandar Parangin Angin. Iskandar Parangin Angin is the older brother of Terbit Plan Warin Angin. Iskandar is the Head of Raja Tengah Village, Kuala sub-district, Langkat Regency and is often referred to as "Pak Kades".

The indictment states that Terbit as the Regent of Langkat has trusted people, namely Iskandar Warin Angin, Marcos Surya Abdi, Shuhanda Citra and Isfi Syahfitra, commonly known as the "Kuala Group" to arrange the tender for the procurement of goods and services in Langkat Regency.

"I was promised half a percent by Marcos, the PPK (Commitment Making Officer) got half a percent," added Deni.

Deni said that he was entrusted with a "fee" by one of his partners in the amount of Rp. 16 million and then the money was taken by Marcos' man named Citra.

The prosecutor then mentioned the Minutes of Investigation (BAP) Number 28 belonging to Deni.

"In the BAP, 28 brothers said 'There is an obligation to deposit a commitment fee which is submitted to Sujarno as Acting Head of the Langkat Regency PUPR Service, which is 0.5 percent of the contract which has been deducted from 11.5 percent and taxes; as well as a Budget User Authorization of 0.5 percent of the contract which has been deducted from 11.5 percent and taxes; for the services of a Commitment Making Officer 1 percent of the contract which has been deducted from 11.5 percent and taxes', what is your statement?" asked the General Prosecutor (JPU) of the KPK Zainal.

"That's right, I was promised Marcos, but I haven't received it yet, it's still being promised," Deni replied.

Deni himself moved from Tanjungpura District to become Acting Head of Bina Marga Department of PUPR Langkat Regency on November 8, 2021 after facing Iskandar Parangin Angin.

Iskandar requested that Deni in carrying out his duties not to pass the company that has been appointed "Kuala Group".
