Application Against COVID-19, How The Surabaya City Government Processes Positive Patient Data

SURABAYA - The Surabaya City Government (Pemkot) has a special way of managing and processing patient data with COVID-19. One of them is by using an application so that handling can be more effective and efficient.

Coordinator of the Surabaya Covid-19 Task Force Communication Protocol and Head of the Surabaya Communication and Information Service (Diskominfo), M. Fikser, explained that initially the data came from health centers, hospitals and laboratories in Surabaya which were the places for examinations or tests. They report the data to the allrecord application managed by the Ministry of Health.

Furthermore, the data from the AllRecord application at the center is disaggregated by province and thrown to various provinces in Indonesia. Then, from the province, another election is conducted per district / city and submitted to the district / city health office until the data is received by the Surabaya Diskominfo.

"So, we enter the data sent from the province that is still holding it into the https://linterovid-19.surabaya.go.id/ application, which includes three applications, namely population data applications, health data applications or patient data which are also loading medical records, and processing applications for Covid-19 patients. These three applications work in parallel, so that data can be quickly identified, both residents of Surabaya, outside Surabaya, and other data, "said Fikser, in Surabaya, Friday, October 2. .

The working system of this application begins with provincial data for data normalization. Data includes adjustment of date format, writing of age, writing of NIK, and writing of domicile address and KTP address.

"Hence, after data normalization, data checking is carried out in the application. In this process, we look for whether the NIK has been registered with the Surabaya City Disdukcapil or not. If the initial data does not have a NIK, an alternative search can be made using the name or address. " he said.

Sometimes there is data with NIK, but it is not found when checking the application so that cases like this are included in the category not found.

"Through this application, it can also be known whether the person concerned is outside Surabaya or a resident of Surabaya," he said.

In fact, this application can also check the patient's status with the PX code. If the patient has a PX code, then the patient has been previously recorded and has been described. This includes checking the status of the patient's care, whether he has recovered or has even died.

"This application can also check for duplication of a patient by using their name or address. Furthermore, matching with duplicate searches can be done. Swab checking can also be done, so that the date and result of the patient's swab can be automatically identified. So everything is detailed, so that if the patient is mentioned twice , then we will find it easy, "he explained.

Data that has been processed using the application are then grouped into several criteria. Starting from the NIK data found, patients with domicile addresses, hospital places of care, and laboratories in the Surabaya area, patients who have never been declared (do not have a PX Code), not patients who have recovered or died, patient data has never appeared before or is not duplicate , and patients with the last SWAB date not exceeding 10 days.

"The next process is coordinating with the Health Office to get the patient code, until finally the patient data is confirmed positive. Then, this data fix is reported to Mrs. Wali (Surabaya Mayor Tri Rismaharini), so she immediately gave orders to the sub-district and village head to take steps. prevention in the field, ranging from mini lockdowns or blocking areas, rapid tests or swab tests in positive patient areas, food, or even isolation. Through this application, the performance of the Surabaya City Government in dealing with the COVID-19 pandemic is easier and the data accuracy is higher.
