BOGOR - Bogor City Regional Representative Council (DPRD) chairman Atang Trisnanto asked the local Education Office to immediately pay the salaries of 486 honorary elementary and junior high school teachers who were in arrears for three months due to administrative problems.
Atang Trisnanto during a meeting with the Head of the Bogor City Education Office (Disdik) Hanafi along with his staff and members of the council in the DPRD fedung, emphasized that payments must be made as soon as possible considering the current high needs of the community, so it will be difficult if the salary has not been received.
"We want it to be resolved this weekend. The stages are already in the BKAD, for that immediately the administration process and try tomorrow Friday or a maximum of next Monday already disbursed. Pity our honorary teachers. They have worked optimally, but they haven't been paid for three months," he said, quoted by Antara, Wednesday, April 6.
Atang asked for an explanation of the administrative problems faced by the Education Office, thereby delaying the salaries of honorary teachers, even though the funds came from the State Revenue and Expenditure Budget (APBN) through the School Operational Assistance (BOS) program.
Head of the Bogor City Education Office, Hanafi, explained that the payment of honorary teacher salaries sourced from the APBN BOS had not been paid, because the implementation instructions (Juklak) and technical instructions (Juknis) from the Ministry of Education and Culture (Kemendikbud) only fell in mid-February 2022.
"We were only able to carry out socialization, technical guidance for school principals, and the process of preparing the Work Plan and Budget (RKA) at the school level after the technical and technical guidelines from the Ministry of Home Affairs came out. After the RKAS is completed, the data is entered into the Regional Development Information System (SIPD). God willing, we have tried to complete these stages as much as possible," said Hanafi.
With this condition, Atang hopes that cases like this will not happen again, so that based on the results of the meeting, two scenarios for the use of the APBN BOS have been prepared for the following year.
The first scenario, if the budget for the BOS APBN funds is clear before the determination of the Bogor City APBD, Atang requests that the school and Disdik accelerate the preparation of the Work Plan and Budget (RKA) and the process of collecting budget data to SIPD.
The second scenario, if the budget for the BOS APBN funds is still unclear as to what happened in the preparation of the 2022 Bogor City APBD, the technical guidelines that will be used are the technical guidelines for the previous year.
"With these two scenarios, we hope that next year the problem of disbursing honorary teachers' salaries will not be repeated, including the option to include this teacher's honorarium or salaries in the Bogor City Budget, while BOS is fully allocated for operations," he explained.
Chairperson of Commission IV of the Bogor City DPRD, Karnain Asyhar, added that Commission IV had previously held a meeting with the Bogor City Education Office regarding the issue of the non-payment of honorary teacher salaries. Karnain said that he would continue to monitor the progress of the disbursement, including the readiness of the disbursement process next year so that it does not happen again.
"We will continue to monitor the progress of the results of the meeting, both the disbursement target and the escort for the implementation of the disbursement early next year so that there are no delays. The results of the coordination between Disdik and the Ministry of Education and Culture, the technical and technical guidelines of the previous year can be used as a reference for the next administrative process," said Karnain.
