JAKARTA - The Indonesian Shopping Center Tenants Association (Hippindo) said that currently the retail sector is experiencing very heavy pressure due to the COVID-19 pandemic and also large-scale social restrictions (PSBB) volume II in DKI Jakarta. Therefore, his party asked for assistance from the Provincial Government of DKI Jakarta, in the form of tax relief.

Chairman of Hippindo, Budihardjo Iduansjah said, the pandemic that entered Indonesia since March, this has caused a very low turnover. In fact, the company's cash condition is also very minimal.

"As a sector we have an obligation to make tax payments to the government and to shopping centers as well, we also experience very difficult situations and conditions. Whereas now we also have responsibilities to employees," he said, in a virtual discussion, Monday, September 28. .

Budi said, from June to August the retail and tenant sectors were trying to improve their turnover, which had experienced a significant decline due to tight PSBB in DKI Jakarta. The improvement in turnover, he said, had begun to appear when the transitional PSBB was implemented.

In fact, continued Budi, the retail and tenant sectors have begun to return to their obligations to pay installments, including making tax deposits to the government.

"We are doing it. We hope that in the future it will be better. However, in September last year in Jakarta, which is 50 percent of the economic strength of the retail sector and the shopping center (imposed) strict PSBB volume II. Restaurants cannot be dine in," he said.

The impact of this strict PSBB volume II, said Budi, is not only felt by restaurants where 90 percent of their income comes from dine-in or eating on-site. However, other tenants in the mall were also affected because the mall experienced a decrease in visitors.

"Because it is not possible for people to go to the mall, but after shopping for clothes or shoes they cannot go to the cafe. They finally cancel to go to the mall. Meanwhile, Hippindo has been very concentrated on bringing traffic to shopping centers with a very strong health protocol factor, where we have invested a lot of manpower and funds so that the national economic recovery can be carried out again, "he explained.

In fact, he said, his party has also collaborated in layers with shopping centers to ensure consumers come to shopping centers safe and healthy. Starting from supermarkets, salons to food shops.

"And indeed we have proven that the clusters that occur in shopping centers are very small, not large. And we have high hopes for restoring the economy from retail first. If retail is hit, there is no turnover, how do we do our obligations to deposit. taxes, "he said.

Tax Relief Assistance

Budi said the total turnover from the retail sector reached more than IDR 400 trillion. In fact, the obligation to pay taxes to the government has been fulfilled properly over the years. In the midst of this difficult situation, he said, the retail sector needs government assistance.

"We have been working from March to the eighth month and that is our maximum struggle. We ask the government to help directly. Here we are asking for tax exemptions that are burdensome for the current situation. So that we can not be too big of an obligation for deposits. that, "he said.

As for the relaxation of taxes requested, starting from the final tax on the 10 percent lease, PPh article 21, article 23 and article 25, PPh 22 imports, accelerated VAT refunds.

Then, the local government of Hippindo filed a PB 1 tax, PBB, indoor and outdoor advertisement tax, entertainment tax, parking tax.

According to Budi, if the retail sector is not saved and eventually closes, it will be very difficult to revive this sector. In fact, the national economy is contributed by this sector.

Not only that, Budi said, his party also requested cash assistance to our employees. This is important, so that retail entrepreneurs can reduce their obligations in terms of employee payroll.
