There Are 243 Health Protocol Violations In Pilkada Registration, Not One Sanction

JAKARTA - Member of the Indonesian Election Supervisory Agency (Bawaslu) Mochammad Afifuddin said that violators of health protocols during the registration stage for the 2020 regional head elections (Pilkada) have not yet been subject to any sanctions.

Afifuddin argued that the absence of regulations to impose sanctions on health protocol violators was the cause.

"From the regulatory side, there is no cracking down on the crowd," he said, during a virtual discussion on Polemic entitled "Pilkada in the Middle of a Pandemic", Saturday, September 26.

The General Election Commission Regulation (PKPU) Number 13 of 2020 concerning the Implementation of Pilkada in the Non-Natural Disaster Conditions of COVID-19, said Afifudding, did allow Bawaslu to take action against perpetrators of health protocol violations during the 2020 Pilkada stages. area.

"PKPU 13 (at the time of the violation) did not yet exist. So PKPU 13 was discussed after the incident," he explained.

Bawaslu, said Afifuddin, is focusing on how to create each stage of the 2020 regional elections not to produce large crowds. What's more, the stages have started from September 26 to December 9.

"So what we encourage is how the crowd immediately dispersed at that time. Thousands of people, Bawaslu, through loudspeakers (appealed) not to crowd," he said.

In the context of this crowd, said Afifuddin, it is actually the domain of the police as law enforcement officers to disperse. This means that roles need to be divided proportionally.

Bawaslu recorded 243 alleged violations of health protocols in the registration process for regional head candidate pairs (Bapaslon) which took place from 4 to 6 September 2020. Meanwhile, 72 of them were incumbents.

During the registration process, the chameleon was accompanied by a crowd of supporters that caused a crowd of people and had the potential to spread the SAR-COV-2 or COVID-19 virus.
