JAKARTA - The government ensures that it will continue to carry out the simultaneous regional head elections (Pilkada) 2020. Even though the decision was colored by requests from various elements of society to postpone the democratic party event.

The Special Staff of the Minister of Home Affairs for Politics and Media Kastorius Sinaga spoke about the reasons why the government continued to carry out regional elections in the midst of the COVID-19 outbreak. He said this was due to the facts and data held by the government that this democratic party event would be successful.

Moreover, Kastorius said, the government has succeeded in carrying out the 7th stage, namely matching and researching data on prospective voters which was carried out door-to-door or data collection directly from house to house, did not cause a new cluster of the spread of COVID-19.

"The matching of voter data on 105 million voters is followed by health protocols, there are no new clusters. Of the 270 regions there were no new cases during the data matching and research stages, it was a great success. Kasorius admitted that during the registration on September 4 to 6, there were violations committed by pilkada participants. However, he said, of the total candidate pairs (Bapaslon) only 243 violated it. This means that there are far more orderly COVID-19 health protocols.

"On September 18, the number of our chameleons was 740, in 270 regional elections. In violation of 243, the Minister of Home Affairs directly criticized 72 incumbents. Now there is a distortion here of 500 orderly chameleons, 243 orderly orders," he said.

According to Kastorius, the violation of the Bapaslon due to registering with the KPU by including processions and mass movements may be caused by ignorance of the new regulations.

"There is a possibility that they do not know about the relevant regulations, and then still see that the registration of the candidate pairs can be followed by a procession or convoy. PKPU, which contains a ban on mass mobilization, was passed on September 1. Some do know and are stubborn, now that's it. which we are currently examining, "he said.

Furthermore, Kastorius said that 72 incumbents who had committed violations had received a strong reprimand from the Minister of Home Affairs Tito Karnavian. Currently, his party is investigating how the violation was, whether minor or serious.

"We even threaten sanctions to postpone the inauguration, be reprimanded, even dismissed. We are using the reference to the Regional Government Law Number 23 of 2014," he explained.

Kastorius said that his party was worried that at the stage of announcing the determination of candidates for the elections, it would end in chaos. This is because, in general, this stage will be colored by protests that lead to crowds of masses.

"What we consider to be vulnerable is that last September 23 when the determination of the candidate was usually colored by mass mobilization and protests to the KPU for not passing. It turned out that in our minitor yesterday it was quite good, only a handful of people were still gathered and that was not a lot. on the positive, "he explained.

Based on these data and facts, said Kastorius, the government is confident that this year's regional elections can be held smoothly, safely and orderly even though it takes place in the midst of the COVID-19 pandemic.

Not denying, Kastorius admitted that there are still shortcomings, namely the lack of law enforcement in health protocol discipline. Therefore, the Minister of Home Affairs issued an Instruction of the Minister of Home Affairs Number 4 of 2020 which instructed governors and regents to implement disciplinary enforcement of health protocols.

In fact, he said, law enforcement officers, the National Police, the TNI, Satpol PP, Binmas, and all elements of society are loyal to keep the public in an orderly manner in the COVID-19 health protocol so that they can carry out a safe election.

"This Pilkada has a period of 6-7 months. If we teach half of Indonesia's territory every day we teach education, socialization and then we order health protocols so we will win against COVID-19," he said.
