After Issues Of Plot Distribution, Head Of The IKN Authority Visits KPK
JAKARTA - Head of the National Capital Authority (IKN) Nusantara, Bambang Susantono, visited the Corruption Eradication Commission (KPK) headquarters to discuss governance.
Bambang's arrival was not long after the anti-corruption commission revealed that there was an allegation of sharing plots at IKN Nusantara. This information was conveyed by the Deputy Chairman of the KPK Alexander Marwata some time ago.
After holding a closed meeting with the Chairman of the KPK Firli Bahuri and other officials at the KPK, Bambang said his presence was to consult about governance in order to bring in investors. He wants IKN development to be free from corrupt practices.
"We consulted with the ranks of the KPK and it was well-received by the Chair of the KPK, Deputy Chair of the KPK, Mr. Deputy (KPK Prevention Deputy Pahala Nainggolan, ed), the Secretary-General of the KPK, and other friends primarily want to ensure that later governance in the IKN Authority can be corruption-free, can go well," Bambang told reporters after the meeting, Monday, March 21.
Bambang said good governance is very much needed. The goal is to build trust from investors from the international and private sectors.
"Because part of this financing will use investment schemes and private schemes," he said.
Furthermore, Bambang believes that good governance can be carried out with supervision from the KPK. Moreover, all stages of IKN development will be coordinated with the IKN Task Force which has been established by the anti-corruption commission.
"In building this IKN (there are a number of stages, ed) namely the preparation stage, the development stage, the transfer stage, and the government administration stage," said Bambang.
"We will periodically assist the KPK in these four stages to ensure once again that what is invested is completely free of corruption," he added.
What is Bambang's answer to the issue of dividing plots?
He did not expressly answer related to this news, he only said that the prevention of corruption, including the distribution of plots, would continue to be carried out. The IKN Authority, continued Bambang, will continue to cooperate with the KPK.
"I think that is the basis for our future cooperation," he said.
Bambang stated that he was ready to provide information to the KPK to explore the information regarding the distribution of the plots. He will not allow anyone to take advantage of the construction of the new nation's capital city for personal or group gain.
"We will also periodically inform about the conditions to the field," he said.
"We put more emphasis on the prevention system, how the KPK has been involved in this process since the beginning," Bambang added.
IKN task force is ready to work
Accompanying Bambang after the meeting, KPK Deputy Prevention Pahala Nainggolan said that the KPK has now formed a task force called the IKN Task Force which consists of three work units.
Pahala said the team was formed after a meeting with the Minister of National Development Planning/Head of Bappenas Suharso Monoarfa some time ago.
"After the visit of the Minister of PPN/Head of Bappenas to the KPK two months ago, it was explained about IKN and the Chair of the KPK immediately formed an IKN Assistance Task Force," said Pahala.
"The contents are first from Stranas PK because there is an action plan on one map policy and procurement, the second is of course from the Deputy for Prevention from the Monitoring Directorate who provides recommendations for improvement, and third, from Korsup," he added.
The participation of the korsup team, continued Pahala, was carried out because IKN would be built in East Kalimantan. The team that will be deployed is the Directorate of Korsup Region IV which is obliged to monitor the areas of Kalimantan and Sulawesi.
"So there are three work units in one task force. All of them already have the decree," he said.
There are a number of things that the KPK has done in conducting supervision. First, to dissect the map of the IKN area, both the core area which has an area of 55 thousand hectares, and the development area of 250 thousand.
From this process, the anti-corruption commission has sent a letter to Bappenas. In the letter, said Pahala, all their findings have been conveyed.
"We have sent a letter to the Minister of Bappenas that this area must be said to be clean and clear on paper and in the field. Well, it's the same thing that Stranas PK has been overlaid and sent the results to Bappenas, there are several follow-up actions. For example, a request for forest release to the Ministry of Environment and Forestry so that regulations are issued. Apart from having a mining IUP permit and a plantation IUP, what are you going to do with it," explained Pahala.
Not only that, but the Corruption Eradication Commission also dissects the derivative rules of the IKN Law which must be completed by mid-April. Pahala explained that this was done using the Corruption Risk Assessment (CRA) system.
"We have participated in several meetings, essentially we will provide notes where this derivative regulation can also support governance, if there is a risk of corruption, how to mitigate it," he said.
"So it's not correcting the rules, no. But giving notes which will hopefully open up opportunities for corruption, we will provide notes and mitigate them," concluded Pahala.
