Not Including Business Plan Revision, Bogor DPRD Cancels Raperda For Perumda Pasar Pakuan Jaya Capital Participation
BOGOR - Bogor City DPRD, West Java canceled the draft Regional Regulation (Raperda) on Government Equity Participation (PMP) for the Regional Public Company (Perumda) Pasar Pakuan Jaya which had been submitted since 2019.
The cancellation is because it has not included a revision of the business plan and a review of investment changes until the working period of the special committee (pansus) for the draft ends in 2021.
"So, we are asked by the leadership of the Regional Regulation Formation Agency to continue the discussion, after the special committee has finished its working period. It turns out, there are no revisions and studies yet, so we canceled it as a precaution," said Deputy Chairman of the Regional Regulation Formation Agency (Bapemperda) of the Bogor City DPRD , Endah Purwanti was confirmed in Bogor City, Antara, Tuesday, March 8.
Endah explained that the PMP Perumda Pasar Pakuan Jaya Raperda actually had a long journey since 2019 for capital participation in 2020. However, until 2022, the study of changes to the budget, which was originally Rp. 46 billion in 2019, has now decreased to Rp. 5 billion.
The DPRD has not yet received details of the allocation of capital participation for the revitalization of traditional markets in the form of a budget of Rp. 5 billion. Plus capital investment in the form of buildings as assets of around Rp. 200 billion in Jambu Dua Market, Plaza Bogor, Taman Kencana Market, and Sukasari Market.
Moreover, there are still around three shophouses in Sukasari Market that have not received clarity regarding the legal status of the land, so that government capital can be included.
According to Endah, the Bogor City DPRD does not want the discussion of the PMP Raperda for Perumda Pasar Pakuan Jaya to be continued, there will be potential for administrative maladministration for violating the Regulation of the Minister of Home Affairs (Permendagri) No. 19/2016 which requires the government's investment of more than Rp. 5 billion to include the results of the study.
"Because this is people's money, our people's money, the legislature must be careful, obey the rules. Don't violate it, because the DPRD is the one who decides, there is also our responsibility," said Endah.
Under these conditions, said Endah, the DPRD returned the draft to the Bogor City Government and closed the discussion of the Raperda PMP Perumda Pasar Pakuan Jaya to be replaced with a new submission that was completed with the results of the study.
The Bogor City Government can re-submit a draft regional regulation in accordance with a business plan that will meet the needs of traditional markets in the future, of course, including a document of the results of the study.
"We will approve a government program that has completed the required requirements," he also said.
