Many Stages, Government Accelerates IKN Authority's Operational Process

JAKARTA - The Main Expert Staff of the Presidential Staff Office, Wandy Tuturoong, stated that the government is accelerating the operational process of the Nusantara Capital Authority (IKN) so that its establishment can be realized immediately.

"Indeed, the mandate of the Law on IKN states that the IKN Authority will operate no later than 2022. However, this does not mean that the operational process will only occur at the end of the year," Wandy said in Jakarta, Sunday, March 6.

The government, said Wandy, carried out the operational process of the IKN Authority in accordance with Law Number 3 of 2022 concerning IKN.

Wandy admitted that the process of establishing new institutions, especially those at the ministry level, does require stages and usually takes time.

These stages start from determining the structure and authority of the institution through the Presidential Regulation, appointing the leaders or heads regulated in the Presidential Decree, to filling out the Organizational and Governance Structure (SOTK) and fulfilling the budget.

“The government has experience in establishing ministry-level institutions. So for the establishment and operation of the IKN Authority, of course it will refer to existing experience. The government has also designed various acceleration mechanisms," said Wandy.

“Essentially, the IKN Authority will be assisted by ministries/agencies in preparing and developing IKN until 2023, until finally it can be more fully controlled. It is regulated in Article 36 paragraphs 2-4," he continued.

Furthermore, Wandy stated that the Presidential Staff Office together with Bappenas will continue to oversee various discussions and finalization of the draft rules derived from the IKN Law, namely the Presidential Decree on the IKN Authority, the Presidential Decree on the IKN Master Plan, the Government Regulation on Funding, and the Presidential Decree on the transfer of DKI Jakarta functions to the Regional Government. Especially for the Capital of the Archipelago.

"Anyway, we will do our best to make the IKN transfer a success. Because the momentum is now, when the Government and the DPR can produce an important agreement, so that the gap between Java and outside Java can be addressed immediately. It is not certain that this kind of momentum will come again after 2024," he added.
