When There Are Doubts About The Selection Of KPK Positions By Novel Baswedan
JAKARTA - The Corruption Eradication Commission (KPK) has opened a job selection for 11 positions consisting of 2 Middle High Leadership Positions (JPT) and 9 JPT Pratama. However, former KPK investigator Novel Baswedan was skeptical that the selection of positions was desirable because of the internal conditions of the institution which he considered problematic.
The KPK is looking for people to occupy 11 positions that have not been occupied by definitive officials. For JPT Madya, the KPK is currently looking for the Deputy for Coordination and Supervision as well as the Deputy for Education and Community Participation.
Meanwhile, for JPT Pratama, the vacant positions are Director of Investigation, Director of Coordination and Supervision of Region IV, Head of the Secretariat of the Supervisory Board, Director of Gratification and Public Services, and Director of Inter-Commission Network Development and Agencies.
Next, the KPK is also looking for the Director of Anti-Corruption Campaign and Socialization, the Head of the Center for Strategic Planning for the Eradication of Corruption, the Head of the Human Resources Bureau, and the Head of the Public Relations Bureau.
In response to this, Novel Baswedan doubts that the selection of positions at the KPK will have many devotees. Because, he assessed that the institution's internal problems, especially its leaders.
"When the KPK leadership is in trouble and there is doubt about its sincerity in eradicating corruption, will the position at the KPK become interesting," Novel wrote in his tweet on the Twitter account @nazaqistsha quoted on Tuesday, February 15.
Novel, who is now a state civil servant (ASN) of the National Police, said that instead of opening a selection of positions, the KPK should first improve. Including, cleaning up problematic leaders who violate the code of ethics.
With this step, he continued, the KPK will certainly be able to work optimally to eradicate corruption in the country.
"Before filling strategic positions in the KPK, you must first clean up the problematic leaders. So that the KPK can work well," he said.
Open to those who qualify
Through a press conference, KPK Secretary General Cahya H. Harefa said the activity would be held from Monday, February 14 to February 28. He ensures that all activities carried out are carried out in accordance with applicable regulations.
Moreover, in its implementation, there is an implementing committee (pansel) formed by the Civil Service Supervisory Officer or KPK PPK. There are four teams that are responsible for this process with a total of 24 people as panel members.
"A total of 24 people (members of the Pansel, ed) consist of 14 people from external parties and 10 people from internal KPK parties," said Cahya.
For teams from external parties, he continued, they consist of experts in their fields and come from various backgrounds, namely academics, professionals, to state officials and bureaucrats.
"As for the committee members from the KPK internal parties, they consist of deputies and directors at the KPK," said Cahya.
For those who are interested in participating in this selection, they can access https://jpt.kpk.go.id to find out more information.
"KPK provides an opportunity as well as invites civil servants and members of the National Police who meet these terms and conditions to take part in this selection," he said.
"The entire open selection process for JPT Madya and Pratama is carried out in accordance with the applicable laws and regulations regarding the State Civil Apparatus, the KPK, and the Management of Civil Servants," added Cahya.
However, can Novel Baswedan and dozens of former KPK employees who were honorably dismissed after failing to pass the National Insight Test Assessment (TWK) participate in the selection?
The chairman of the KPK's Open Selection Committee, Supranawa Yusuf, said that anyone was actually open to participate in the selection. However, prospective participants must meet the requirements specified in this open selection process.
"Former KPK employees, I have read earlier that there are requirements that must be met, including the general requirements to take part in this selection, namely never being dismissed with honor, not at your own request or not with respect as a civil servant, TNI, member of the Police, KPK employee or dismissed with disrespectful as a private employee," said Supranawa who is also the deputy head of the National Civil Service Agency (BKN).
In addition, there are a number of other general requirements that must be met such as having Indonesian citizenship or Indonesian citizens, having technical competence, managerial competence, and socio-cultural competence, having a track record of position, good integrity and morality, physically and mentally healthy.
Not only that, the candidates for the selection of positions have never been sentenced to imprisonment based on a court decision that already has permanent legal force for committing a crime with a prison sentence of 2 years or more.
Supranawa also explained that prospective participants who are ASN or Polri must obtain approval or recommendation from the Civil Service Guidance Officer or PPK, are not in the process of being investigated for disciplinary violations and/or have never undergone moderate or severe disciplinary punishment according to the applicable punishment.
Finally, the participants are also not allowed to be involved directly or indirectly with organizations that are prohibited by the government and or based on court decisions.
If all these requirements can be met, then anyone can apply without exception. "So specifically, specifically, it has been clearly stated there so that it does not lead to another interpretation," he concluded.
