Formula E Tender Winner Accused Of Engineering And Denial Of Anies' Men
JAKARTA - There are allegations that the determination of the winner of the tender for the construction of the Formula E circuit which fell to PT Jaya Konstruksi Manggala Pratama was the result of engineering. However, shortly after circulating, this issue was immediately denied by PT Jakarta Propertindo (Jakpro) as the organizer of Formula E.
Initially, the chairman of the PDIP faction of the DKI DPRD Gembong Warsono suspected that PT Jakpro had deliberately won over PT Jaya Konstruksi as the winner of the tender with an engineered process.
"Actually, this auction was arranged in such a way that it determined PT Jaya Konstruksi as the winner," said Gembong on Wednesday, February 9.
Gembong revealed the fact that PT Jaya Konstruksi had previously worked on the construction of a race track barrier or barrier.
However, this work has not been paid for by PT Jakpro as the organizer of Formula E. Therefore, Gembong suspects that Jakpro deliberately arranged for Jaya Konstruksi to become the winner of the tender because there is already a work commitment.
"There are indications that work has been carried out beforehand in the form of printing a track barrier barrier by PT Jaya Konstruksi, but PT Jakpro has not paid for it. That is the basic reason that the auction had to be canceled first, then PT Jaya Konstruksi won. .
Then, on Thursday, February 10, Managing Director of Formula E PT Jakpro, Gunung Kartiko emphasized that the procurement and construction process for the Jakarta E-Prix 2022 circuit was in accordance with the principles of procurement of goods and services in the company.
"Checks and balances are carried out for the independence and credibility of decision-making. There is no planned win in this process," said Gunung.
Gunung explained that initially the tender auction was opened on January 5, 2021 and closed on January 15. At the opening of this auction, only 3 companies registered. Then, on January 25, Gunung admitted that the tender was declared failed because the bids of the participants did not meet the technical and price requirements, so a re-tender had to be conducted.
"This re-tender process is carried out for participants who have submitted previous offers, as we announced in January 2022," explained Gunung.
Participants who took part in the re-tender were invited back to undergo a 7-day process until Jakpro finally determined the winning company for the tender for the Formula E track.
"The determination of the winner of this tender is a participant who is able to fulfill the requirements and criteria specified, through an evaluation and clarification process as well as negotiations carried out by the ad hoc team for circuit infrastructure development, the consultant team and the Formula E team," he explained.
