Apart from having a lot of expert staff, several BUMNs also provide very large salaries. Whereas in this regulation, the salaries of expert staff cannot be more than IDR 50 million.
"Some are paid 100 million or more. So we found a variety of things," said Arya.
He gave an example, several BUMNs had dozens of expert staff. Among others, PLN, Inalum, and Pertamina. "So we are tidying up now, making the limit, only five. No longer allowed to walk individually," said Arya.
According to him, this rule was implemented so that in the future the appointment of expert staff would be more accountable. "So if someone says there are thousands of positions, we are tidying it up, making it transparent and legal, not secretly, clearly, and not in duplicate," said Arya.
In the circular, it is stated that the Directors of BUMN can employ a maximum of five expert staff appointed by the directors, taking into account the needs and capabilities of the company. In addition, BUMN Directors are prohibited from employing expert staff.
Then the expert staff is tasked with providing analysis and recommendations for resolving strategic problems and other tasks within the company based on assignments given by the board of directors.
Furthermore, the letter also states that the income received by expert staff is in the form of an honorarium which is determined by the board of directors with due regard to the company's capability and is limited to a maximum of Rp. 50 million per month and is not allowed to receive other income other than the honorarium.
The term of office for expert staff is at most one year and can be extended once for one year without prejudice to the right of the board of directors to dismiss at any time.
Expert staff are also not allowed to hold concurrent positions as expert staff in other BUMNs. And the directors of BUMN are obliged to submit a proposal for the appointment of expert staff in writing to the Ministry of BUMN, cq Deputy for Human Resources, Technology and Information for approval.
With the issuance of this circular, the SOE Minister's Letter Number S-375 / MBU.Wk / 2011 dated 5 December 2011 and the Minister of SOE Circular Number SE-O4 / MBU / 09/2017 dated 29 September 2017 concerning the Prohibition of Employing Expert Staff, Special Staff , and or the like is revoked and declared invalid.
