Foni Dog Case, Indonesia Police Watch Asks Ambon Police Propam To Remove Sirimau Police Chief
JAKARTA - The head of Indonesia Police Watch (IPW) Sugeng Teguh Santoso asked the Ambon Police Propam to examine and remove the Sirimau Police Chief who rejected the report on the case of Foni's dog abuse.
He said that the reason the report was rejected because it was considered a weak legal basis for animal murder cases was a violation of the discipline of members of the Police.
"The statement by the Sirimau Police that they do not want to process reports from the public who reported that a dog Foni was abused to death is a disciplinary violation for any reason," said Sugeng in his written statement, Monday, January 24.
Moreover, according to him, there is sufficient evidence to uncover the case. The act of deliberately abusing animals to death, he said, is punishable by 9 months in prison in accordance with Article 302 paragraph 2 of the Criminal Code.
To that end, Sugeng also requested that the Sirimau Police Chief be examined by the Ambon Police Propam and then removed from his position.
"The main problem here is that the police do not serve the citizens' complaints and that violates Article 4 PP 3 of 2002 concerning Police Discipline. The Ambon Police Chief must remove the police chief," he said.
It is known, previously that a dog was beaten to death allegedly by a man named Roi in Ambon, Maluku on Wednesday, January 20, 2022. The dog, named Foni, was found hanging from the neck in front of the perpetrator's house with a stab wound to the head.
Adriana, who is the owner of the dog, reported it to the Sirimau Police, but the police released the perpetrator because according to the police there was no solid legal basis.
Whereas Foni's dog was found hanging in front of the perpetrator's house, besides that there was evidence in the form of a machete which was allegedly used to kill him.
"But the suspect has been released because there is no strong legal basis for killing animals. That's what the police said," said Adriana.
Adriana also admitted that she could only surrender, because she did not understand the legal mechanism.
"I just gave up, so that later God will take revenge. Because dogs are God's creation too and he is not guilty of anything," he said.
Meanwhile, Head of Animal Defenders Indonesia (ADI) Doni Herdaru Tona urged the Maluku Police Propam to examine the Sirimau Police Chief who released the perpetrator of the Foni dog abuse to death.
Doni said that his party was ready to provide legal assistance to the owner of the Foni dog. "Animal Defenders Indonesia is ready to advocate for the owner (Foni's dog)," said Doni.
