JAKARTA - The management of the Colosseum Jakarta discotheque and 1001 Hotel sent official statements to a number of journalists to clarify the confusion regarding the withdrawal of the 2019 Adikarya Wisata award. This award was revoked due to the alleged drug abuse in it.
The allegation of drug abuse was discovered when the DKI Provincial National Narcotics Agency (BNNP) raided the Colosseum and 1001 last September. In its findings, the Jakarta National Narcotics Agency (BNNP) arrested 34 visitors who tested positive for drugs after a urine test. 19 of them were men and 15 were women.
Public Relations of 1001 Entertainment Club, Donny Kesuma, denied that this discotheque allows visitors to use drugs.
"Guests caught by the raid have used psychotropic substances before coming to our place," Donny said in a statement received by VOI, Monday, December 30.
Donny claims that the Colosseum often carries out internal inspections. They regularly check their employees' work equipment. In fact, if there are employees and management who are proven to have violated them, they will immediately be sanctioned by dismissal.
Then, Donny said that his party always checks the body and goods to all visitors before entering. Although it is often processed because of the inconvenience of visitors, Donny said, the discotheque carries out the supervision.
However, if you want to do any detailed checking, Donny said, he still cannot prevent drug use by visitors before entering the Colosseum.
"What visitors do or consume before coming to our place is impossible for us to control," he said.
Donny questioned, should an entertainment venue be closed when a visitor is drug-positive, even though the visitor has been rehabilitated? Because, he said, drug use can occur anywhere and anytime.
Donny's question is related to the provisions of Article 54 Paragraph (1) of DKI Governor Regulation Number 18 of 2018 concerning the Implementation of Tourism Business.
The article states that every tourism company management proven to have allowed the circulation, sale and use of narcotics and / or other psychotropic substances at the location of the tourism business in 1 (one) management shall be subject to direct revocation of the Tourism Business Registration Certificate (TDUP).
"Look at the problem objectively. Do not automatically always blame the place where it happened as if entertainment is the only place where drug offenses can occur," said Donny.
"An entertainment place is a legal business sector, has legal provisions, and contributes to regional revenue which ultimately contributes to regional development," he added.
A few days ago Commission B of the DKI DPRD summoned the ranks of the DKI Tourism and Culture Office (Disparbud) about the chaos of revoking the 2019 Adikarya Wisata award for the discotheque category to the Jakarta Colosseum.
The DPRD wants to know how the award process is, from the start of the assessment to the coronation. Moreover, it turned out that it was only recently discovered that there were findings of positive drug Colosseum visitors from the DKI Provincial National Narcotics Agency (BNNP).
Plt Disparbud DKI Sri Haryati was questioned by a number of DPRD members because his staff passed the Colosseum as the recipient of the award.
Sri admitted that there was a coordination error in the ranks of Disparbud. Based on the results of a joint investigation by the DKI Inspectorate, it turns out that the Head of the Tourism Industry, Disparbud DKI, Toni Bako, has issued a warning letter to the Colosseum since October 16.
The warning letter was motivated by the results of the BNNP raids last September which stated that several visitors to the Colosseum were proven to have used drugs. The proof is based on urine examination.
Unfortunately, the warning letter was not conveyed to the judges who assessed the Adikarya Wisata award. Should, with this letter, the Colosseum could not possibly be the winner of the Adikarya Wisata award in the discotheque category.
"We admit that in the tourism office there has been a miscoordination. Indeed, there was a letter of warning against the tourism industry (Colosseum), but the warning letter was not given to the awarding assessment team," said Sri, Monday, December 23.
The meeting at that time did not produce clear results. Therefore, Commission B of the DKI DPRD will hold a follow-up meeting on Monday, January 6, 2020. The DPRD will again call the DKI Disparbud, and present the DKI BNNP ranks to be asked for clarification.
