PKS Reminds The Government Of The Feasibility Of The Wisma Athlete Emergency Hospital: Its IMB Expires In August 2019

JAKARTA - Member of the Indonesian Parliament from the PKS faction, Suryadi Jaya Purnama, highlighted the condition of the COVID-19 emergency hospital at the Athlete's House which was not suitable for building functions.

This statement was conveyed by Suryadi after receiving the summary of the results of the 2019 Semester II Audit submitted by the Supreme Audit Agency (BPK).

Based on the report, SJP continued, BPK said that the construction of the Kemayoran Athletic House Block C2 and D10 was functioned without the basis for a valid Building Construction Permit (IMB) and a Certificate of Appropriate Function (SLF).

"The building permit for the building has expired in August 2018, and the SLF for the building has ended in January 2019," said Suryadi as quoted from the PKS faction website, Tuesday, September 1.

As a result, added Suryadi, a building cannot be believed to have met the standards of security, safety and proper function of the building.

"Therefore, the PKS Faction reminded that Wisma Atlet Kemayoran Tower 1, Tower 3, Tower 6, and Tower 7 in block D10 has become a COVID-19 Emergency Hospital with a total capacity of 7,708 patients so that if this building does not meet the standards of security, safety, and the feasibility of building functions, "explained the Member of Commission V DPR RI.

Suryadi, who partnered with the PUPR Ministry, emphasized that the Government must immediately test the quality of the building structure and its repairs immediately, and also impose sanctions on the executor of the work according to the BPK recommendation.

"The PKS faction also asked the Ministry of Public Works and Housing to immediately process the IMB and SLF management in accordance with applicable regulations, and immediately process the Asian Games facility and infrastructure asset grants to the entitled parties, in accordance with the applicable provisions as recommended by the BPK," SJP explained.

The PKS faction, he added, also questioned whether additional towers 2, 4 and 5 already had IMB and SLF.

"This is very important because tower 2 is used as a residence for the team of doctors and paramedics while towers 4 and 5 in Block D-10 will be used to add isolation / quarantine (inpatient) rooms for patients with a capacity of 886 units each," he concluded.

The PKS faction, according to Suryadi, also questioned that the Kemayoran Athlete House was in accordance with the technical standards for hospital buildings as stipulated in the Minister of Health Regulation No. 24 of 2016 concerning Technical Requirements for Hospital Buildings and Infrastructure. In addition, the function of the Kemayoran Athlete Village to become a COVID-19 Patient Management Hospital also needs to take into account the burden of the medical equipment available in the ward room.

"As an illustration, at the end of March, the government imported 40 tons of medical and medical equipment from China. The tools consist of a COVID-19 test kit, swab kit, N95 mask, surgical masks, and personal protective equipment (PPE). Therefore, the PKS faction asked the Ministry of Public Works and Housing to coordinate with the Ministry of Health regarding the technical standards for the hospital building, ”concluded Suryadi.
